Salary: £240 per day
MAIN PURPOSE OF THE JOB:
1. To support the Parking Business Manager in improving performance and developing an appropriate policy framework for the service.
2. To constantly monitor service performance reporting on changes in established trends and variances from anticipated outcomes.
3. To continually review the whole range of parking policies, identifying inconsistencies and gaps and where changes are required, to respond to new legislation or revised corporate plans and to make recommendations to remedy.
4. To identify areas where policy has a detrimental impact on service performance and to make recommendations.
5. To take responsibility for producing an annual service plan and monitor its achievements.
6. To develop and maintain a communication strategy for keeping colleagues appraised of new legislation and policy.
7. To identify training needs, establish the optimum means of delivering the required training, organise and present training across the service and as may be required, services provided under contract/SLA.
DUTIES & RESPONSIBILITIES:
1. To assist with identifying areas requiring new policies or policy developments.
2. To research, draft and implement policies, monitor effect and propose amendments, as necessary.
3. To assist the Parking Business Manager in initiating and developing areas requiring improved communications and take appropriate action e.g. guidelines, newsletters etc.
4. To monitor financial and service data as required, identify areas requiring further action and report as necessary.
5. To undertake special projects as required.
6. To deputise for the Parking Business Manager as required and contribute to the overall management of the Section, taking responsibility for the day to day functions.
7. To contribute to the overall development of Parking Services within the Borough.
8. To identify training needs across Parking Services as a consequence of the induction of new staff, the introduction of new legislation and the changes identified for working practices.
9. To develop training delivery plans in order to meet the defined needs of the service, the Council’s strategic objectives, statutory requirements and the evolving needs of the service.
10. To assist managers in the development and maintenance of manuals, mediated content, procedure notes and training materials.
11. To manage the delivery of agreed training programmes.
Knowledge:
of Parking within local government
Qualifications & Experience:
A good general education.
Experience working within a policy or performance management role.
Experience in managing and coordinating projects
Experience in researching, preparing and delivering training.
Has worked effectively in partnership with stakeholders to deliver results.
Has prepared and implemented service plans, improvement plans and strategies
Experience of IT data management, information retrieval, analysis and reporting
Achieving Results:

This is a temporary job which should start on the 16th May and should finish on the 15th July it could extend the start time is 9:00 am to 5:30 pm finish time the hours are 35 hoursa per week.
