Salary: £18 – £18.6 per hour
To be part of a team mainly processing representations and appeals made against the issue of Penalty Charge Notices
To be computer literate using Microsoft Windows or similar package and to take steps to become proficient in the specialist computer Software used to progress parking appeals and continues to maintain that proficiency as and when new software packages are added.
To develop an understanding of the relevant Traffic and Parking Legislation and to consider appeals following ‘representations’ under that legislation and be responsible for deciding on whether the appeal is to be accepted or rejected, sending out appropriate letters. Prepare appeal papers for submission to the Parking and Traffic Appeals Service and where necessary represent the organisation at Appeals Court Hearings. Ensuring that all appeals are dealt with within the time limits specified within the legislation.
Prepare evidence for legal actions in the County Court and supervise Bailiffs monitoring their performance to ensure that they maximise the recovery of debt.
Respond to enquiries, service requests and complaints from all sources, especially members of the public, and including: Councillors, statutory and other bodies and other departments/units, in an appropriate and professional manner within department timescales
Provide information and advice relating to the relevant Traffic and Parking Legislation, the organisation’s on/off Street Parking Policy and Enforcement Contract and on-street and Public Parking facilities
Assist in the procurement of the highest possible quality of service provision and works, and the monitoring of delivery
Actively promote an effective and professional liaison with other authorities, public bodies, other units including contracting businesses, and to attend meetings on behalf of the team
Take an active and committed role in the general activities of the team, and actively promote the unit’s activities whenever possible
Undertake duties and projects as and when requested in order to ensure flexibility and efficiency is maintained within the scope of the duties
Possess an in-depth and current knowledge of all decriminalised parking and moving traffic legislative controls and enforcement requirements and processes.
Previous experience of processing high volumes of correspondence, preferably parking representations and appeals.
Possess a high standard of numeracy, literacy and grammatical accuracy.
Proven ability to reflect and espouse the organisation’s values through personal actions and behaviours, e.g. a good record of work attendance, appropriate attire, professional approach.
Possess a clear personal commitment to the customer care and an understanding of the relevance to the post.
