Overview:
Insight Executive Group is working on behalf of Westminster City Council to source candidates for several roles that will form part of a new leading procurement team.
This is an exciting time to join the team at Westminster City Council, the changes to the department are supported by the Executive Leadership Team and Cabinet Members and they have been designed to ensure that Westminster will have one of the most capable, effective and well-regarded procurement services – not only in local government, but in the wider public sector.
As a Senior Commercial Officer, you’ll work as part of a team of more than 40 commercial and procurement professionals, delivering high value, innovative procurement projects, while also leading on selected projects in your own right. At any one time, we’re involved in the procurement of more than £200m of goods, works and services, so this is a busy and energetic environment.
About you:
’ll be highly organised and methodical, with plenty of experience of delivering complex projects against challenging time scales. Ideally, you’ll be well on your way to CIPS qualification.
A strong customer ethos and outstanding stakeholder management skills are essential. You’ll be outcomes focused, providing pragmatic advice and helping internal clients find the best way forward. And you’ll be a strong team player – never afraid to put your hand up or help others.
You will be expected to demonstrate a high level of commercial knowledge and technical expertise perhaps in a specialist subject area.
Role responsibilities:
* Lead medium value tenders through all stages of the process from initiation to contract mobilisation
* Use your expertise, e.g. supplier or market research or benchmarking to inform your procurement strategy
* Work collaboratively with legal and other subject matter experts to develop the form of contract, special terms and conditions, KPI’s and where appropriate incentive or payment strategies
* Prepare a procurement strategy that describes your procurement findings and recommended approach
* Assess sustainability and social value and work to maximise beneficial impacts arising through the procurement
* Ensure that specifications and outcomes are expressed in a meaningful way that can be priced by the market
* Develop evaluation models to achieve the desired outcome and best value for money
* Ensure compliance with all legal and Council requirements and policies
* Prepare a tender evaluation report on completion of the tender exercise
Experience and skills required:
* This position is required to possess or be working towards a recognised professional qualification CIPS level 4 or above or related graduate level discipline or equivalent by experience
* Proven experience of delivery to tight, pressurised deadlines in complex matrix managed organisations
* A thorough understanding of PCRs and contract law, risk management and contract management
* An ability to compile a tender to achieve the desired outcomes and delivers best value for money and social value outcomes
* Experience working within a structured or project-based environment
