Intent:

We are seeking a lead person to assist us with delivery of our skills programs in the Greater London Region, this will include management of direct delivery, subcontract management, as well as working within the Senior Leadership Team within the business. This is a vital leadership role within the organisation, and you will work with the CEO and the Executive team to drive and implement growth ensuring quality, compliance and customer service are at the core of what we do. You will have key responsibility in shaping our brand and have full responsibility for all activities within the region.

We expect you to:

Have a strong demonstrable Further Education, Adults Skills Sector and senior leadership level of knowledge and experience. To possess a high-level expertise of supply chain, contract implementation management. To provide direction, leadership and the implementation on all related funding and contract management issues. To ensure company growth aspirations and targets are met from sales, compliance, quality, administration as well as managing our reputation and impact with the appropriate stakeholders.

You will be responsible for the management of sub-contractors in the Greater London region. An expert knowledge in funding rules ensuring our subcontracting rationale is aligned and wholly compliant with any changes in ESFA guidance such as the subcontracting Government consultation response June 2020.

Requirements of the Role

The main aspect of the role is to be accountable for managing and growing all funding streams which include Adult Education Budget incorporating the National Skills Fund and Good Work for All as well as the Traineeships contract both 16 to 18 and the 19 plus learners. Managing subcontractors on our growing Adult Education Budget and additional funding streams within the Greater London Authority.

* Monitor performance, identify risks, and swiftly put in place improvement plans to address any identified areas of underperformance.

* Promote a high-performance positive culture where people are enthused and motivated to perform to their best, through supportive and professional leadership and management.

* Effectively manage, within the organisation standards and procedures, a budget and associated resources.

* To implement appropriate routeways and progression offers for our employers and learners whilst seeking to increase and maximise funding.

* To create new business contacts whilst nurturing existing relationships in the aim of securing future opportunities.

* The ideal candidate must have sound understanding of ESFA guidance including but not limited to; Funding Rules & Performance Management, Funding rates & formula, How ESFA maintains oversight of Independent Training Providers (ITPs).

We will expect that there will be requirements to:

* To be the lead and “goto” person and key driver in all aspects in changes and best practise with an expert up to date working knowledge of legislation and other funding related guidance, industry best practice and latest Ofsted trends to disseminate internally.

* To have detailed and expert level understanding of policy developments and initiatives relevant to the skills and welfare to work sector.

* To have forensic attention to detail and meticulous data analytical skills with an understanding of Compliance, Quality and Customer Focussed excellence

* The role will be lead for Ofsted, Funding and Awarding organisation compliance for all activities in the region and possibly deputise and stand-in for the business.

* Tender and Framework work management for Skills and welfare to work incorporating DWP DPS, RFQ and other such opportunities.

* Contract implement effectively successful bids and tenders to relevant leads and keep them informed of any relevant changes in guidance in relation to contracts or audit requirements.

* To identify, initiate and implement commercial revenue opportunities relevant to our aspirations.

* To create a culture of learning from feedback including planning transformational change leading to continuous positive outcomes.

* To maintain an awareness of our funding contracts and programmes.

* To collate, analyse and present information and statistics as required to complete bid/partnerships working documentation working with if appropriate relevant stakeholders.

* Supply chain management and onboarding process and documentation including full due diligence and managing orientation.

* Leading the preparation and management and application of research work using various sources such ONS, LMI as well as any relevant strategic documents and research papers.

* Lead on Curriculum design, intent, and implementation with clear focus on impact.

* Ensure robust systems and processes are in place and be assured of compliance with external requirements such as ESFA, Safeguarding/Prevent, lead as necessary in external audits, with a particular focus on Ofsted in the short-term.

* Compliant with the principles of the Data Protection Act, and Health and Safety within the work environment

* Subcontract recruitment, selection and management including due diligence

* Document production and management including Policies and Procedures

* Lead on Compliance,

* Quality, Curriculum and the Customer Experience

* Contract Implementation, delivery and performance

* Recruitment, retention and talent management. Growth of staff to support current delivery and future growth

* Supporting innovation and performance Improvement
