Environmental Manager – Consultant

Salary: £720 – £780 per day

Environmental Manager is required for a 9-month contract working within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.

This is a site focused Environment Manager role coupled with Hybrid working based within the Integrated Client / Main Contractor Delivery team (Balfour Beatty Vinci) based from Coleshill working on a major £4billion civil engineering main works contract. The 9-month contract will focus on environmental reviews, verifying, auditing processes, assuring detailed Design works in preparation for construction although there will also be elements of Consents & Construction within the role. Working within the Environmental Leadership group your role is verification of work done and assuring and ensuring strategic business critical elements such as ‘No net loss’, ‘Carbon Reduction’, ‘Biodiversity Net Gain’ etc, which. are all set out in the Environmental Minimum Requirements for the programme as determined by the EIA (Environmental Impact Assessment) are adhered to.

This role is responsible for providing professional and technical support in the assurance of achieving compliance with environmental minimum requirements, design and construction is in accordance with organisational and sponsor requirements and policies, environmental commitments, environmental law and regulations. This role is also responsible for providing guidance on environmental design solutions and ensuring environmental issues and constraints are key considerations in project design.

Working Relationship – Co-located

The client team are working alongside the main contractor (Co-located) in the same site offices, the role requires individuals with the correct behaviours – collaboration, engagement, stakeholder management skills who are able to drive the best from the relationship, pick up on problems as they arrive and resolve quickly rather than waiting and reviewing once the problem has manifested. The Environmental Manager needs to be proactive lead integration and facilitate change not just sit back assure and review.

Working Situation – Hybrid

Role is site office based from Coleshill, Birmingham coupled with Hybrid working – expectation is to work 2 days a week from the site office and the rest of the time at home. Looking for someone who can start within 2 weeks’ notice.

Salary £720 – £780a day INSIDE IR35

Duties & Responsibilities

* To be responsible for supporting technical assurance through production, checking and submission of assurance evidence for technical stage gates, assuring the design and construction of the assets comply with the technical and sponsor requirements, environmental commitments, environmental law and regulations;

* To be responsible for supporting the Senior Environment Manager in organising, coordinating and undertaking the environment element of the HS2 risk based technical assurance of the works performed and assured by the Integrated Project Teams (IPT );

* To be accountable for Authorising Mandatory Approvals: by assuring that contractor designs and construction works are undertaken in accordance with the Environmental Minimum Requirements (EMRs), with particular emphasis on the General Principles and the CoCP. (note – client assures consistency of application);

* To be accountable for managing and communicating HS2 Environment & Sustainability requirements to the Integrated Project Teams’ contractor;

* To be responsible for providing guidance for environmental design solutions for the asset and ensure that environmental issues and constraints are key considerations in project design;

* To be accountable for supporting the Senior Environment Manager with internal and external reporting of environmental matters;

* To be responsible for liaising with technical stakeholders via various forums at local, regional and national levels and the local community on sensitive issues;

* To be accountable for working alongside other technical specialists to develop appropriate and cost balanced mitigation strategies and solutions.

Require Criteria

The role requires a Qualified Environmental Manager (BSc Environmental Science or similar), experience on major infrastructure / construction projects. Have strong knowledge and experience of EIA’s and Environmental Minimum Requirements. Excellent knowledge of relevant environmental legislation, policy, processes and best practice. The candidates can be from client, consultant or indeed main contractor.

Equally as important the individual has to have the right behaviours to manage the unique structure of the project (co-located in the same offices); you will be a natural communicator, collaborator, integrator, proactive. The role isn’t suited to someone who wants to be involved in every last detail, which isn’t possible on such a last project and is the responsibility for the Main contractor / designer JV nor is it suited to someone who will read reports review and assure. The candidate will have to be able to judge when to step in provide environmental advice, manage proactively and bring out the best in the Integrated Project Team in a collaborative way.

Knowledge:

* Applicable UK environmental law and other relevant construction (including CDM ) regulations.

* Excellent knowledge of relevant environmental legislation, policy and best practice.

* Understanding of the Regulatory/Legislative Framework relevant to HS2 – most notably Environmental Impact Assessments and the associated Environment Minimum Requirement on HS2.

* Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.

* Membership of an appropriate professional institution or the equivalent experience.

Type of experience:

* Experience in managing standards, engineering and environmental activity on large complex major projects/programmes

* Experience of managing competing project, engineering and environmental demands, with cost and schedule implications
