Our client has an exciting opportunity for a Senior Economist within Strategic Development
They are flexible on your location, with occasional travel to our Liverpool offices, within the Liverpool Science Park, or to their Coventry headquarters.
Reporting to the Director of Economic & Social Development, you will help develop value frameworks and business cases, and to build relationships with both local and central government economists so that those business cases “speak the right language” for proper assessment. You will lead on providing economic input into the development of strategic business cases with associated value frameworks. This will include ensuring our business cases are robust and follow the normal methodologies in the UK public sector including adopting the HMT Green Book principles, using the five case business case approach, and assessing them from the perspective of the four capitals model.
You will work to establish trust and confidence between the them and funding stakeholders, so that effective means of demonstrating value can be identified and developed together. You will work to build and maintain relationships and engage regularly with government economists at all levels. It will be important to develop technical credibility with these stakeholders in order to demonstrate the impact of them and Catapult centres more generally.
The impact of their work is realised externally in other organisations and can often be removed in timescale from the original activity. You will work with the wider business community to build a multi-faceted evidence base to show their impact and show causal pathways of the impact of the business, based on activity data and customer information.
You will have a strong background in economics ideally at either Masters or PhD level. You will have good analytical, writing and presentation skills. You will also need to demonstrate the ability to learn about and understand the work of Centre, its interactions with a diverse customer base, and communicate this effectively to build relationships with contacts and the analytical community in the public sector.
For this position they are especially keen to hear from economists with experience of working on or assessing UK central government business cases.
