Procurement Officer (Public Sector) – 2 Yr Fixed Term Contract

Inside Out Purchasing & Supply has been engaged to recruit a Procurement Officer for a Public Sector organisation.

JOB PURPOSE
To support the Senior Buyer and their customers in the planning, preparation and execution of effective procurement exercises (including tendering and contract monitoring and management activities) across a range of goods and services to secure best value for customers.

To lead and deliver lower and medium value procurement exercises and provide high quality service to all internal customers.

THE ROLE:

* To build strong working relationships with the procurement team members and with the front line customers, as well as with external partners and suppliers as directed by the Senior Buyer

* To assist in procurement activity and stakeholder management, and to demonstrate ability to design, preparation and dispatch of pre-qualification, invitation to tender and contract documentation and the utilization of e-tendering software and contract management systems.

* Ensure compliance with internal procurement policies and procedures, including Internal Procurement Policy, Financial regulations and EU Procurement Directives in order to reduce risk.

4 Administrative support including the drafting, issuing and evaluation of procurement documentation such as Requests for Information (RFI/PQQ) and Requests for Quotation (RFQ/ITT).

KNOWLEDGE AND EXPERIENCE:

* A professional qualification to Level 4 in CIPS (or equivalent) and working towards MCIPS
* A good knowledge of strategic procurement processes, procurement developments and emerging practice;
* A good knowledge and understanding of UK and EU finance and procurement
