The NTS Procurement & Supply Chain Team are beginning an exciting transformation journey to transition to a Category Management approach, adopting and implementing new technology solutions to allow the function to become a strategic enabler and provide more agile and flexible solutions to NTS.

Description

Job Purpose:

To support the Head of Procurement & Supply Chain and contribute to the success of NTS by ensuring that all Sourcing requirements are delivered in a compliant and timely manner and act as the deputy to the Head of Procurement & Supply Chain as operational requirements dictate.

To understand your respective category and develop a category strategy that helps improve understanding of market trends, price drivers and best practice to allow the Business to make better informed decisions.

To develop sourcing strategies and run compliant tenders in accordance with the Public Contracts Regulations that deliver solutions which improve value from our Suppliers whilst reducing risk.

To support the business in managing Suppliers for your respective category, building relationships with key suppliers to help unlock further value and innovation from the supply chain.

Principal Accountabilities

  • To lead and manage a small team to ensure that they deliver complaint, value adding solutions for the Business in line with the agreed sourcing pipeline;
  • To develop and maintain a Category plan that support the NTS and Business lines strategies;
  • Support the Head of Procurement & Supply Chain in ensuring the Commercial Division meets its legislative, regulatory, customer and stakeholder obligations always.
  • Act as Tender Assessment Team Chair for all Bronze and Silver Procurements;
  • Draft, review and approve sourcing strategies/contract award recommendations within your delegation and/or endorse for upward approval;
  • Develop and cascade market insight information on trends, issues, and innovation into the Business;
  • Developing proportionate contract management plans and approaches for your respective category.
  • To lead on drafting bespoke contracts for the provision of transport services in support of customer requirements
    • Ensure that the Head of Procurement & Supply Chain is informed in an effective and efficient manner of any potential issues, disputes, or challenges.
    • Ensure that NTS meets its legislative, regulatory, customer and stakeholder obligations always;
    • Develop and Maintain relationships across both the NDA estate and in the Shipping and Rail Sectors, to identify best practice and areas for collaboration/improvement;
    • Represent NTS at various forums as required;
    • Ensure that all contracts recommended for signature meet NTS processes and procedures ensuring all required functions have bought into the process.
    • Ensure the provision of robust Management Information to ensure all required reporting is delivered in line with stakeholder expectations

Profile

Knowledge, Skills and Experience Needed (Essential/ Desirable)

Qualification

  • Member of a recognised professional institute or body (e.g. MCIPS, IAACM) (E)
  • Degree in Business/Economics/Law or equivalent experience (D)
  • of designing and running competitions in accordance with the Public Contracts Regulations; (E)
  • Experience of managing and coaching people; (E)
  • Experience of working in a Category Management environment or equivalent; (D)
  • Working in a highly regulated and industrial sector; (E)
  • Working under pressure, managing multiple projects to tight deadlines; (E)
  • Holding suppliers and colleagues to account; (E)
  • Drafting and developing bespoke Terms and Conditions; (E)
  • Negotiating with Suppliers; (E)

Knowledge

  • Detailed & practical understanding of the Public Contracts Regulations, how to interpret them and implement them within a Public Corporation (E)
  • Detailed understanding of the governance framework a public procurement function operates under e.g. Government Commercial Operating Standards, Public Procurement Notes etc (D)
  • Detailed understanding and experience of the Rail lessor market and/or Shipping market and understanding of what the key commercial risks and price drivers are. (E)
  • Detailed awareness of identifying key stakeholders, understanding their key drivers, and managing their requirements (D)
  • Understands Contract Law (E)
  • Ability to identify and develop mitigation plans for Supply Chain Risk (E)
  • Using Atamis and Sage (or ability to learn new systems)- E
