Our local authority client has a 3-month contract vacancy (with the possibility of extension) for the role of Operational Supervisor (Waste Collection/Street Cleansing), details as follows
Purpose of Job
To be responsible to the Operations Manager/Assistant Operations Manager for the direction and control of employees providing refuse collection, recycling services, street cleansing and gully emptying functions.
Supervise up to 50 direct employees
Main Duties
To manage, and give direction to, allocated teams of employees within the Street Services Group. To be responsible for the effective utilisation and deployment of resources to achieve optimal and profitable service delivery. To ensure a high standard of service delivery and the provision of adequate management information to facilitate the monitoring of performance.
In conjunction with the Assistant Operations Manager, to develop and implement domestic waste and recycling rounds/street cleansing rounds across the Borough.
To be responsible for monitoring the effectiveness of the delivered services and give direction to monitoring Officers/Charge-hands/crews accordingly.
To assist in the setting of budgets covering the post-holders activities. To monitor the financial performance of the aspects of the Group under his/her control, maintain effective budgetary control and to produce related statistics and reports as required. To recommend and implement corrective action, as necessary.
To establish effective working arrangements with other RBG Sections/Services, partners and contractors. To supervise and monitor the operational and financial performance of partners/contractors performing elements of service on behalf of the Group, and ensure quality of service is maintained. To make the Assistant Operations Manager aware of significant expenditure variations. As required, to participate in the development of specifications, and the letting of contracts in relation to elements of service provision
To apply the Council’s Disciplinary Code in respect of all personnel supervised. To monitor sickness and absence levels and instigate corrective action and maintain appropriate records
To visit sites where ad-hoc waste removal requests have been received and prepare a recharge cost for the work to be undertaken. Pass details to the Finance Manager for the monies to be invoiced and recovered. To ensure charges are appropriately levied and keep abreast of outstanding balances on accounts. As required, to suspend the delivery of service to individual traders.
To undertake site visits and advise residents/resident groups of requirements associated with the provision of services. In conjunction with the Waste Advisors, to recommend and arrange for the removal of recycling services to individual or groups of properties. As a last resort, to take appropriate enforcement action to ensure the services provided are used appropriately.
To participate in the promotion of recycling facilities and services amongst members of the public, schools, voluntary groups etc, in pursuance of the Council’s environmental strategy.
To ensure recycling levels and cleansing standards attained are consistent with Departmental targets and statutory requirements.
To assist in the development of long term waste and street cleansing strategy and policy.
