Interim Senior Category Manager

Salary: £19.2 – £23.94 per hour

Tradewind Recruitment are currently recruiting for an Interim Senior Category Manager for Hackney Council.

The post holder will contribute to commercial strategies, governance systems and procurement best practice through both strategic and operational activities, and will promote the benefits of procurement, demonstrating to managers and heads of service how effective procurement can improve service provision and add value to the Council tenants and leaseholders.

A significant part of this role will be to work with Category Lead – construction and environment to lead or contribute to the Housing Service development in the following areas:

enhance construction procurement support to the Housing division
provision of procurement support in the development of the Housing Asset Management strategy and its implementation including procurement of essential contracts identified as part of the delivery of the strategy
oversee contracts negotiations and the contract management for major works and services procured by the Housing divisionMain duties:

To observe and co-operate fully with the Council’s operational and service policies, including equal opportunities and health and safely
To undertake training necessary for the efficient conduct of duties and adherence to Council policies and procedures
To work flexibly as part of a team
To attend, as required, Council committees and review bodies. This may involve occasional evening work
To undertake other duties appropriate to the grade and character of the post as may be reasonably required by the Category Lead
To deputise for the Category Lead where necessary in relation to the Post holder’s portfolio of work including deputising on more complex issues and issues relating to the work of other Procurement Officers within the Procurement ServiceTechnical knowledge and proven working experience in:

Proven experience of working in Housing related environment at a senior level
Strong experience of leading on major works procurement projects relating to the repairs and maintenance of Housing stocks
Demonstrable experience of achieving cost savings through procurement activities and the delivery of sustainable benefits
Experience of planning, managing and monitoring programmes of work
Experience of establishing complex contracts and service agreements, ideally within a local authority or Housing Association context
Experience of making presentations to management meetings, boards and committees
A relevant professional qualification (e.g. MCIPS) and/or appropriate professional experience at a senior level
Good and relevant procurement experience with proven track record of working on complex procurement projects
