Portfolio Procurement

Salary: £54,000 – £62,400 per year

Challenging opportunity for a construction category expert to be responsible for all construction projects across this multi-site and expansive organisation. Spend levels run into hundreds of �millions annually.

Based within a larger procurement team you’ll work closely with the estates team, internal and external project managers, architects and surveyors etc.

Your experience will need to include full tender RFx activity, bid evaluation, a thorough understanding of NEC contracts and appropriate qualifications such as a degree level (or equiv) education in Construction / Engineering and / or MCIPS.

Manage and lead sourcing activities for major construction projects including mini-competitions using a preferred list of consultants and contractors
Delivering high quality contracts for construction works and services
Initiation and preparation of the construction category plan including its scope, risks, opportunities, benefits and targets, and managing the resources and skills required to deliver the category plan
Delivery of a wide range of effective procurement programmes that covers the range of construction works and services
Support the category team in delivering complex procurement projects using latest best practice to ensure successful implementation of construction projects
Develop and manage a wide variety of strategic agreements with preferred suppliers for construction works and professional services that provides best value for money
Review and enhance performance management processes for critical suppliers and ensure that resources are deployed in the most efficient, economic and effective manner
Establish objectives, profiles and scorecards with key construction suppliers and demonstrate performance measurement and improvement
Manage stakeholder engagement and provide professional procurement advice to senior project managers, and departments that support the procurement life-cycle from initial sourcing strategy through to the development and drafting of technical specifications, competitive tendering, supplier evaluation and selection, and contract management and monitoring
Advise senior managers of internal and external issues that might affect their service, operational and financial strategies and provide relevant data and information with analysis to aid the formulation of appropriate procurement plans, solutions, and policies ensuring consistency and development of any further plans
Represent the category on relevant strategy development and supply chain forums
Develop procurement strategies, processes, and systems that provide appropriate governance and control that ensures compliance with purchasing procedures, procurement strategy and relevant legislation
Ensure the effective communication, promotion and marketing of purchasing agreements
Seek opportunities and implement efficiency improvements focusing on both direct cashable (e.g. cost reductions) and in-direct non-cashable efficiencies (e.g. process improvements) in accordance with the procurement strategy
Implement and develop appropriate IT-based solutions to help deliver the construction category plan
Lead any other supply categories as defined within the procurement plan and deliver against the finance objectives leading to savings targets across all relevant categories
Attend meetings with external organisations that support the ongoing development of collaborative procurement relationships that take advantage of scale economies, added value, and shared learning opportunities
Manage one staff member and their work-plans, including development and management of poor performance where necessary
