Job Title: Procurement Business Partner
Location: Sandwell
Day Rate: Circa £600
Working Hours: 7 hours per day Monday to Friday
Job Summary
Lead and take management responsibility for delivering a proactive and flexible approach to procurement that is able to respond to the needs of the council to deliver Vision 2030 whilst achieving value for money
The post will be responsible for developing and delivering Procurement Plans for all council (excluding social care and public health) spend based on intelligence and the needs of services, ensuring that:
- Appropriate contracts are procured in a timely manner to achieve value for money for the council;
- Procurement activity is compliant with the council’s Procurement and Contract Procedure Rules and Financial Regulations;
- The whole procurement process is managed within their team, from identifying need to establishing appropriate ordering and payment processes (e.g. catalogues, embedded procurement cards, etc.) with the aim to streamline processes where possible; and
- Corporate contracts are managed to ensure council compliance, contract performance and that value for money is obtained.
Foster positive working relationships with services and external bodies to inform procurement activity and provide advice and guidance.
Play a proactive role in forward planning for the service, identifying opportunities for service improvement and leading implementation of change.
The successful candidate should:
- Have extensive expertise and experience in a variety of categories
- Be fully MCIPS qualified
- experienced in working on complex projects and the ability to prioritise between a large workload
- have a broad experience of working on projects across different service areas
- have worked with multiple services
- be a self-starter who is able to pick up on a variety of different projects
- able to work with minimal supervision
Additional items:
- Experience of using frameworks including CCS g cloud
- Strong understanding and application of PCR2015
- Demonstrate evidence of leading beginning to end on OJEU/FTS level procurements in the public sector (see excel attachment for an indication of type of information that is useful for vetting)
- Strong stakeholder engagement and guidance
- Resilient in an environment that is undergoing transformation and able to support and identify improvement opportunities as part of the teams continuous improvement process.
- Able to support and offer guidance to stakeholders and colleagues on procurement related queries.
- Local authority experience would be advantageous
