An exciting opportunity has arisen working for a healthcare provider based in East London. My client is looking to recruit a Compliance Manager on a permanent basis.

The successful candidate will provide comprehensive, proactive and professional support to the HoE by effectively managing operational aspects of Estates Services throughout the Trust, in compliance with agreed objectives and in a customer focused manner. The main areas of responsibility will be the implementation and delivery of specialist services to the organisation? legionella and hot water services statutory compliance and relevant legislation, decontamination, for services, health and safety, PPM?s, regulations, codes of practice and technical guidance and managing day to day and long term compliance issues and planning, with full responsibility for Health Technical Memorandum (HTM?s) and authorised person training for managers and staff. Undertake project management in specialist field, where appropriate.

MAIN RESPONSIBILITIES:

* To undertake risk assessments and maintain and update a risk register to record the status of all buildings and engineering services including for (but not exclusive to) fire (detection, alarms, means of escape, etc.), legionella, ventilation systems, lifts, medical gases, asbestos, steam, safe working temperatures, pressure vessels, storage tanks, etc.
* To manage, monitor and report on the effectiveness of relevant areas of the maintenance programme, analyse the data and develop with others planned preventative maintenance schedules using existing systems.
* In considering risks, identify and collate a comprehensive record/library in conjunction with the Estates Team and Infection Control of relevant legislation, codes of practice, British Standards, HTM?s, guidance documents, etc. relevant to the safety of employees, patients and visitors and the safe operation of buildings, plant, services and equipment, including, but not exclusive to the Health & Safety at Work Act, Fire Regulations, COSSH Regulations, BS 5588, ACOP? L8 Legionnaires Disease, etc.
* Administer the delivery of the Decontamination Maintenance Programme, liaising with service users and the Authorising Engineer (sterilisers) to ensure the service complies with legislation and good working practices, and when required provide back up support for the service during sickness/annual leave.
* Develop a robust and effective filing and control system in conjunction with managers for each area of legislative compliance to cover identification of legislative compliance, risk assessments, action plans, works procurement and monitoring.
* Develop a balanced cost framework and identify the limit of expenditure necessary to achieve legislative compliance for each area; provide a statement of recommendations for the method and timing of procurement of works to the Head of Estates.
* Investigate, consult and publish standard documentation and processes relating to method statements and risk assessments.
* Develop and implement an asset management database.
* Liaise with Projects Team to ensure that any refurbishment, alteration or new build schemes build in new work wherever possible to eliminate or minimise known legislative non-compliance risks arising from existing building, plant, services or equipment.
* Liaise with managers, design consultants and technical specialists, providing technical support for scheme approvals, commissioning and handover. To include service user, technical, statutory and NHS mandatory information.
* Investigate, consult and publish safe working practices notes for Trust and contractors working on the estate in connection with new construction work, refurbishment and maintenance activities.
* To be responsible for implementing, monitoring and updating the estates approved contractor listings and to review on an annual basis in line with Trust policy.
* Monitor with the assistance of the Estates Team the response, quality, standard and legislative compliance of workmanship received from contracting companies.
* To monitor and review in consultation with managers and staff the patient environment in line with Government targets to deliver an improved environment for patients to receive treatment and care.
* Maintain a register for all electrical and mechanical equipment that need regular checks and maintenance and require a permit system for operating or undertaking repair.
* Management of Fire Safety Manager to ensure that all Trust obligations, legal and mandatory are fulfilled with regard to Fire compliance, training, risk assessments, management of FIRECODE, etc.

The successful candidate will be Nebosh qualified and have at least two years experience working in the NHS in a similar position.
