Salary 60-70,000 per annum
Colwyn Bay with occasional travel to Anglesey, St. Asaph and Wrexham
37 hours per week with option for flexible working
Network HR are recruiting a Head of People and Organisational Development to lead in the management of key HR services across a public service organisation. This is a high profile role which will directly contribute to, and influence, the direction of the service moving forwards.
We are looking for an exceptional HR leader who will innovate, challenge and inspire.
As Head of People and Organisational Development you will manage a large HR function (c. 100 employees), which supports a diverse workforce which is vital to the local and wider communities it works for. Your approach will need to take account of the constantly changing social and cultural landscape in order to develop strategies which will add value to the organisation; ultimately ensuring that organisation aims and deadlines are delivered.
Key responsibilities:
Define and implement a fit for purpose People Strategy to keep up with the ever changing social landscape. Your key focus will be on leadership development and establishing a developmental culture in the organisation.
Strategic workforce planning will be key in this position and the post-holder must demonstrate a proactive approach to strategic HR.
Work collaboratively with the Executive Management team and chair various committee meetings.
Work developmentally to redefine the mission and strategies of departments within your remit, ensuring outcomes are positive for both organisation and its staff. Here, you will increase efficiency and implement a highly effective service offering.
Work collaboratively with local government organisations to pool resources and share expertise this may also include showcasing TUPE expertise.
Act as an ambassador for HR and ultimately for the public services sector showcasing discipline expertise, commercial acumen and an empathetic approach to the sector.
Key criteria for the role:
CIPD qualification, ideally MCIPD (FCIPD would be highly advantageous)
Prior experience operating in a senior leadership HR role. This must have been in large and complex organisations with 1000 staff
Demonstrable and extensive senior stakeholder engagement
Change and transformation expertise, with the ability to challenge convention in your strategic delivery
Managerial experience of 20 people
Multi-disciplined business management experience
in highly Unionised environments
Experience of managing large scale TUPE transfers
A background ideally from within the public sector, though other sector backgrounds will be considered. Commercial acumen is expected and the ability to understand the cultural values and purpose of this organisation is vital
Excellent interpersonal skills
Welsh language skills are advantageous. Candidates who do not speak Welsh will still be considered but will be required to learn.
