Water Quality Compliance Advisor

Main Purpose of Job:

Working as part of the Water Quality & Resources Policy team the focus of the job is to ensure water quality and hygiene levels are continuously improving within the Company.

This important focus will be delivered through the organisation by monitoring, control, advising and auditing our internal practices to ensure compliance with Company, industry or regulatory guidance.

The post holder will develop and maintain procedures for the preparation, verification and submission to DWl of all statutory reports and will liaise with the interface with local health authorities across the Company.

Close links will be maintained with Water Field Operations to provide advice on water quality and public health issues. This will cover both in and out of formal hours.

As such a key role for the post holder will be to advise on public health issues during water quality incidents and undertake subsequent investigations which will result in liaising with the DWI.

The post holder will compile and submit incident reports to DWl, EHOs and CsCDC according to the regulatory deadlines.

The post holder will also investigate customer complaints referred to the Company from DWl and achieve a satisfactory resolution. Awareness briefings will be given across the business by the post-holder on public health and hygiene issues. In addition the post holder will help administer, monitor and develop the Company’s Drinking Water Safety plans, ensuring that the documents are updated and that all risks have been reviewed and updated, where necessary. They will then submit these plans to the DWI annually.

The post holder will also be responsible for submitting all statutory reports to the DWI including the production of the compliance review and submit Reg 28 reports.

Main Duties:

*Develop and maintain the procedures for the preparation, verification and submission of all statutory reports to DWl. This includes all DWl monthly compliance reports, monthly regulatory cryptosporidium reports, DWl annual compliance data return, and the Annual Water Quality Report and regulation 28 updates

*Provide advice and input into drinking water quality aspects of EMT and Board Reports and review the process audits undertaken by the process scientists. Undertake site audits of works to ensure they comply with current specifications and undertake forensic type investigations following a water quality breach which has to be reported to the DWI

*Attend and chair the regular update meetings with EHO and CCDC contacts and provide regular briefing on water quality issues

*Produce the regular reports to EHOs and CsCDC on water quality performance for their area, including briefing on the investigation of any failures of Regulation standards within their area

*Investigate water quality incidents, providing statutory (72 hour and 30 day) reports to DWl, EHOs and CsCDC, and monitoring implementation of associated action plans arising from the incident

*Investigate customer complaints referred to Southern Water by DWl and EHOs and co-ordinate action across the business to achieve a satisfactory resolution

*Develop action plans to implement changes in legislation with regard to water quality and recommendations of reports and codes of practice from national expert groups

*Review and develop the policies and procedures within the Water Quality Manual to ensure legislation and ‘best practice’ in water quality and public health protection is implemented

*Monitor and report the company’s Drinking water plans and submit revised Reg 28 reports to DWI

*Review of the TCC scripts for answering queries / complaints on water quality and review and keep the water quality technical information on the company’s web site up to date

*Liaise with catchment management officers and the Environment Agency to determine the risks to our sources of water and undertake this review on an annual basis.

The role is vital to helping the Company upholds the confidence of EHOs, CsCDC, DWI and customers.

The post holder must demonstrate ‘independence’ when discussing public health matters and actions required to be taken by the Company.

The person must be able to be assertive and be accepted as a professional person in terms of water quality and public health matters.
