Salary: £660 per day
*Procurement Manager – up to £550/ day – initial 2 month contract (likely 6 month extension) – Leeds*
Security Clearance: Must already hold DS clearance or be willing to undergo.
We have an exciting opportunity to join one of our key clients in Leeds who are looking for a Procurement Manager to work to the Head of Procurement / Procurement Programme Lead and work in conjunction with the Procurement Programme Manager.
Key tasks and deliverables:
*Procurement OJEU competition management (£450m per annum contract(s) value – 21 Lots)
*Adhering to Government Procurement ‘best practice’
*Management of Procurement project staff (internal and interim staff)
*Management of third party Legal and Insurance Advisors
*Stakeholder Management
*Invitation to Tender Negotiation (ITN) phase planning and delivery
*Management of ITN contract documentation delivery
*Management of ITN bidder negotiations
*Management of ITN bid evaluation and governance input
*Input to relevant PMO and Procurement reporting
*Introduction, Instructions and Procurement Process
*Introduction to ITN and purpose
*Instructions on how to use and complete the Bidder Documentation
*Procurement Process and Requirements
*Site Visits Programme and Process
*Tax Deed documentation
*Contract Schedules 1 -28
*Bidder Response Requirement Introduction
*Use of Bid Bonds
*Form of Tendering
*Certificate of Bona Fide Tendering
*Evaluation Methodology and Evaluation Booklet
*Questions and Weightings
*Estates Requirement
*ICT and IA Requirement
*Legal, Commercial and Financial (inc. Payment Mechanism)

Essential Experience:
*CIPS Level 6 Qualified.
*MBA or MSC in Procurement/Logistics or other higher degree or equivalent experience.
*Membership of professional body.
*Significant post qualification experience of managing a wide range of procurements in a public sector environment.
*Experience of managing contractors, other professional and administrative staff and resources to achieve corporate objectives.
*Public and/or private sector management role at a senior level
*Significant experience of procurement planning
*Skilled in managing supplier relationships and negotiating complex contract changes
*Track record of delivering cashable savings
*Experience of leading, supporting and developing teams
*Experience of working in a complex and diverse organisation at a management level
*Experience of presenting to, and working with a range of senior stakeholders and senior management to relay and advise upon complex issues.
Desirable experience:
*Knowledge of the commissioning support service market and wider stakeholder environment.
*Previous work with Clinical Commissioning Groups would be an advantage.
