Procurement and Commercial Lead

Salary: £48,000 – £60,000 per year

Insight Executive Group is working with a high-profile public-sector client based in Kent to source a talented Procurement and Commercial Lead. The role has been created to help drive the delivery of a portfolio of commissioning projects within a specific category of work, such as highways or property.

You will use your experience, leadership skills and commercial knowledge to shape and deliver the sourcing strategies that lead to lean and efficient commissioning activity and end to end procurement.

This is a fantastic opportunity make a difference within your given portfolio while working within a strategic Procurement and Commercial team. You will work closely with the Procurement and Commercial Manager and operational colleagues and stakeholders, developing collaborative relationships within and outside of the business.

To be considered for the role, you must have the following essential experience, qualifications and skills:

* Educated to degree or equivalent

* Achieved full MCIPS or equivalent experience, and/or desire to work towards

* A solid understanding of public sector procurement regulations (PCR 2015) and EU procurement directives

* Suitable experience within the Construction Industry

* Demonstrable category management experienc

* Detailed knowledge and practical end to end procurement experience in Construction/Property and/or Highways/Civils including:

* Developing market knowledge and stakeholder relationship

* Use of data and analytics to support model option/make or buy decision and commercial strategy

* Use of market knowledge to inform the commercial strategies and routes to market

* Supporting clients to produce and enhance effective specifications

* Compilation of contract/tender documentation and relevant clauses to minimise risk

* Executing request for Quotes/Proposal and full OJEU compliant tendering processes

* Selection of optimum tendering routes, pricing strategies and evaluation models

* Tender response requirements including complex evaluation models and criteria (price and qualitative elements), scoring and weighting matrices

Overall, you will utilise your strong leadership skills to deliver projects with maximum efficiency and minimum supervision.
