Salary: £28.8 per hour

We are urgently seeking an experienced Network Inspector (Temporary to Permanent) for our local authority client based in the West London area.

DESCRIPTION:

To undertake the inspection, recording and reporting of street works, licences, highway infrastructure and surface apparatus defects in accordance with street works legislation and associated regulations and codes of practice and other relevant highways legislation
To deliver a professional service and maximise income for the Council

To have a working knowledge and industry accreditation (in the form of City & Guild Supervisors Qualification and Administration of Street Works Notices) with all relevant aspects of the New Roads and Street Works Act 1991, The Highways Act 1980, The Road Traffic Act 1984 and 1991, the Traffic Management Act 2004, London Local Authority Acts and their associated statutory instruments and Codes of Practices

To be responsible for carrying out the systematic and ad hoc inspections, investigations and surveys of street works, highway works, highway licenses and potential infringements of the highway under relevant legislation ensuring all statutory requirements and conditions are met, recording site data to use in evidence to achieve the necessary compliance or instigate successful enforcement action

To issue notices and other relevant instructions in line with statutory requirements to utility companies, emergency services, contractors and other technical support resources, concerning defective street works including remedial measures to ameliorate dangerous street works and highway surface defects

To systematically record and collate relevant safety and defect inspections and details of works undertaken to demonstrate that the council has used all reasonable measures in the performance of their highway maintenance function in accordance with highway and street works law and related legislation

To hold site meetings as required, advising on and agreeing traffic management and conditions of working to minimise disruption
To carry out site visits as required to validate the accuracy of the EToN data as supplied by the utility companies and in compliance with permit conditions

To report any potential infringements of street works, permit applications, highway licences, highway and other related legislation to enable relevant fixed penalty notices to be issued

To identify relevant cases that have contravened legislation and to assist in compiling legal documents for the Legal Services Department to aide prosecution and provide expert advice where required

To assist in coordinating activities on the public highway or affecting the public highway including all events, statutory undertakers works, Transport for London works, the Boroughs own planned maintenance programme

To extract data from the Street Works Register for all promoter activities to allow objectives and key performance indicators to be monitored

To work effectively as a member of a team to ensure a good understanding of all highway maintenance, events management, utility company and other highway related activities in progress in the borough and to provide cover in a colleague’s absence for all priority work and ensure that this is processed or completed on time

To ensure that all work is undertaken within the framework of the Division’s Quality Management System, providing support as necessary, including carrying out the duties of a Quality Auditor as required.
