Job Description

Role Title: Technical Team Leader

Location: St James Square, Westminster

Based at a world renowned Petroleum & Energy copmany HQ.

Role Purpose:

To provide and efficient control of work service, supporting projects, moves and churn and operational activities across the portfolio for our client.

The role will provide support in the coordination, planning and monitoring of sub-contract works including monitoring, auditing, and enforcement of the Control of Work requirements. The role is responsible for the safe execution, agreed quality and timely completion of sub-contract work and to ensure that the Client & JLL requirements are always adhered to. Line Management and responsibilities of work schedules and day to day operations for the onsite team

Main Duties & Responsibilities:

· Host, oversee and work with visiting contractors, both project related and in support of the operational team activities.

· Manage work delivery at client premises, ensuring agreed quality objectives and timely project completion

· Manage safe execution of work to ensure adherence to the safe systems of work.

· Carry out and meet SLAs and PPMs set by the contract.

· Look to innovate and improve on best practices and support JLL growth by developing skill sets and learning new processes.

· Develop and share ideals and knowledge.

· Ensure completion of all reactive Helpdesk Requests ensuring closing and completion in line with SLA’s

· Participate in a on call rota to support out of hours emergencies.

· Support the Client Projects / JLL Projects and Operational teams by coordinating activity and advising limitations.

· Develop and maintain consistent, professional and effective communication with project managers, contractors, consultants, customers and client representatives.

· Provide suitable Health & Safety information to contractors including client protocols & INTEGRAL EHS requirements, local procedures, welfare facilities.

· Issue and clearance of Permits to Work as required within there discipline

· Carry out and document inspections of work equipment within competency.

· Undertake proportionate monitoring of contractors to ensure that method statements and risk assessments, are being adhered to and high standards of work is maintained

· Carry out and document workplace inspections and Audits to JLL and Client requirements.

· Take appropriate action where sub-standard performance has been identified.

· Coordinate with FM infrastructure teams to facilitate isolations, reconnections and the formal handover of completed works.

· Ensure that refresher training is undertaken for safety critical job specific requirements at regular intervals.

· Support in the training and development of all technical training requirements, including competency training, critical services training and scenario training exercises.

· Proactively seek innovation in all areas of service provision, in pursuit of continuous improvement

· Accountable to their immediate Manager for ensuring all service partners operate in compliance with Environmental, Health & Safety policies and procedures and with local, national or European EHS legal requirements.

· Bring to the immediate attention of Site Manager any critical incident or problem that could affect the ability of the JLL Team to meet their contractual obligations or BP’s expectations.

· Other duties as assigned

· Liaise with the JLL/ INTEGRAL EHS specialist to ensure audit compliance at all times

· Ensure maintenance is carried out in line with INTEGRAL H&S procedures, using the permit to work system where applicable and action improvements identified during the building and workplace inspections and reviews

· Escalate urgent issues identified through to the Technical Services Manager

· Able to apply a risk focused maintenance approach and operations of plant and systems in Labs / critical environments.

· Able to manage cost related to delivery of maintenance activities (specialist and self-perform).

· Ensuring all client services meet client requirements or appropriate SLAs to ensure compliance and performance, covering business continuity.

· Provide supervision and leadership of a service team that ensures the efficient and safe operation of client location(s). Lead and develop a ONE TEAM approach with all Integral/ JLL staff and supply partners as part of Third Party Contractor Management.

· Operate to an Asset management plan (one year – 15 year), dilapidation and update plans relating to special locations and change control process covering business critical areas.

· Provide technical management reports as & when required.

· Provide emergency response standby, call out. Escalate urgent issues identified through to the Technical Services Manager & Account Manager. Respond to work interruptions, outages or emergencies consistent with the SLA. Establish emergency response escalation programs working with the client and Security to ensure the appropriate representatives are notified of emergency conditions in a timely manner.

· Support cost-effective procurement of engineering maintenance services and operate within annual engineering budgets for the maintenance and repair of the services.

· Operate to forward maintenance plan that track asset condition and projected maintenance costs on a 5 year rolling basis.

· Responsibility for ensuring all related engineering maintenance documentation/records are kept in clearly identified and retrievable systems.

· Liaise with the Technical Services Team to support contractor management networking with other accounts to provide a Best Practice and assist with the Global Continuous Improvements Programme.

· Control and supervise contractors when required.

· Plan Statutory Compliance Maintenance and Testing and report as required the Statutory Compliance Audit Report to the Technical Services Manager.

· To ensure all PPM’s are carried out to schedule and ensure completion of all reactive Helpdesk Requests ensuring closing and completion in line with SLA’s.

· Ensure maintenance is carried out in line with Client and CBRE H&S procedures, using the permit to work system where applicable and action improvements identified during the building and workplace inspections and reviews.

· Monitor and analyse environmental conditions, review the loading and working conditions of critical equipment regularly.

· Fully understand the operational protocols associated with alarm conditions and auxiliary back-up system capabilities.

· Ensure that financial processes are adhered to

· Complete an incident report for all abnormal incidents affecting systems availability (draft prepared within 24 business hours of an incident). Determine the root cause and action items required to restore availability and prevent a recurrence. Review and submit to the Technical Services Manager ensuring all actions are documented reviewed and completed

· Solutions and support business partners throughout all stages of the projects and ensure that the procedure for granting access for maintenance and other work, including the securing of all necessary stakeholder approvals

· Continually communicate building issues to end users, client and CBRE Management team.

· Assist and enhance service delivery through best practice and the effective use of site systems and equipment.

· Manage all technical training requirements including competency assessments, critical services training and scenario training exercises.

Essential Qualifications & Experience:

· Building Services Knowledge

· Mechanical/ Electrical Knowledge minimum of 5 years’ experience in the industry

· Understanding complex systems and drawings.

· Lotto and tag out process isolate for yourself

· Understanding of UPS and ELV systems

· Commercial and pressure systems LV switching Knowledge

· HvAP or LvAP experience or exposure.

· Facility knowledge working in commercial buildings and RND

· Working on MCCP panels

· Understand of fire systems including panels and sprinkler systems

· Completion of log books for audits

· HSE Knowledge

· City & Guilds or equivalent in an Engineering, Building Services, Construction or related discipline

· SMSTMS / IOSH / NEBOSH certification desirable

· Manager or supervisory experience of contractors for both remedial service and maintenance,

· Certificated assessor for building services activities including confined space, hot works, working at height, desirable hold or held a AP appointment for pressure systems

· Experienced Authorised Person and competent operator of Permit to Work systems

· Computer literate, familiar with MS Office Applications, including Microsoft Project and capable of becoming competent user of bespoke databases

· Experience of having worked in a similar role within a large diverse organisation and have a proven track record of success in delivering and monitoring EHS activities
