Established in 2010, Solent LEP is a business-led collaboration between private, public and education sectors across the Solent. Of the 38 LEPs across England, Solent LEP represents one of the most significant coastal gateway regions in the country and is responsible for securing and investing large amounts of public and private sector funding in ambitious projects to create new businesses, jobs and homes. The organisation prioritises policies and actions on the basis of clear economic evidence and intelligence from businesses and local communities.

The organisation is looking to appoint an Economic Strategy Programme Manager to join them.
Reporting to the Head of Strategy and Programme Development you will support the development of strategy and funding programmes, as well as assessing and providing advice to the LEP on projects seeking LEP funding. Specific strategy areas you will get involved with will include, economic infrastructure, innovation and research, business support and industrial sectors (specifically including the marine and maritime sector given the significance of this sector locally and its role in the national economy).

This is a significant and rare opportunity to shape an economy with immense potential in a small team where you will have great opportunities to work with business and political leaders alike.

Main responsibilities of the role include:
• Supporting the LEPs work in relation to economic infrastructure to support economic growth in the Solent.
• Supporting the development of transport proposals to unlock employment and housing opportunities
• Supporting the development of a pipeline of large and complex capital projects under the Local Growth Deal and other funding programmes
• Taking a lead Executive role on commissioning work to contribute to strategy and investment pipeline development;
• Providing advice to the Solent LEP Board and the Solent LEP Funding, Finance and Performance Management Group, including the preparation of reports;
• Act as an advocate of the Solent as a place and the Solent economy;
• Working proactively and supportively with the wider LEP Executive team and its accountable body, Portsmouth City Council;
• Travel across the Solent and occasionally, nationwide.

Whilst the portfolio of work that the Strategy and Programme Development team provide leadership on is diverse, you will demonstrate expertise in relation to infrastructure projects and the development of Infrastructure Plans, specifically transport projects and strategy that support economic growth and regeneration and be able to represent the LEP on strategic fora such as Transport for South East and meetings of Maritime UK.

The successful candidate must demonstrate the following criteria:
• Educated to degree level or equivalent in a relevant discipline. Post-graduate qualifications preferable
• Experience of working in a strategic development role;
• Demonstrable experience in developing economic infrastructure projects and strategy
• Experience of developing transport strategy and projects to unlock employment and housing opportunities as well as strengthening the role of the Solent’s key economic gateways
• Experience of working on high profile, complex and sensitive programmes and projects
• Experience of developing effective and productive links with a range of internal and external stakeholders
• Have good networking, influencing and negotiating skills, including the ability to collaborate and build partnerships through the development of contacts with senior external stakeholders.
• Have the ability to work collaboratively with all parts of the business, knowing when to support, and when to push back and hold the line.

This is a full-time position based on working 37 hours per year with an annual salary of £69,029 – £76,056.
