Bid Finance & Proposal Manager
Reporting to the Head of Programmes, Bid Finance & Proposal manager is categorised as a Senior Specialist Project Manager. The role will be focussed on multidisciplinary bid estimating and proposal management of Defence and Aerospace projects working alongside the project management, bid management and engineering design teams, whilst also interacting with all parts of the Company, which undertakes a broad range of projects such as airborne defence programmes due to this SC Clearance is a minimum requirement for the role.
The Bid Finance & Proposal Manager will assemble a bid team with the relevant service / product / business knowledge required to prepare a winning bid, whilst taking ownership of the end-to-end bid process. The role is typically responsible for managing an opportunity from qualification through to contract award, including value proposition / strategy development, solution development, commercial considerations, partner identification, and risk management. Responsibilities include the introduction and implementation of all necessary bid procedures, governance, and processes. This is a highly networked role that requires an ability to work under pressure and to challenging deadlines. It will require strong people management and commercial skills and the ability to be flexible with limited resources.
Experience
Although a proven capability in delivering winning, multi-million-pound product or complex services opportunities, the candidate must also be comfortable with working on smaller bids and proposals to help this Company develop and grow its portfolio. Ideally has a background in solutions and services and experience of bid campaign management from opportunity identification through to project delivery, and will provide valuable input into opportunity qualification, win strategies, commercial discussions, and solution design.
A detailed knowledge of bid finance techniques that has been developed within the commercial defence environment is essential.
Must be comfortable working at CEO / Director Level (internal and external customers). Will be fully conversant with the competitive marketplace.
Core Responsibilities
To manage the bid qualification (bid go / no go) process for new opportunities
Manage virtual bid teams and inputs from a variety of stakeholders, typically involving contributions from sales, marketing, product teams, finance, commercial, legal and delivery
Preparing and reviewing the commercial aspects of the bid, ensuring all services are included in the final price to the customer
Risk tracking and management throughout the bid process
Contributing to the written proposal – both in terms of content and presentation (such as preparation of a management summary)
Manage the bid budget
Ensure timely delivery of compliant and commercially sound bids
Understand and resolve complex technical, strategic and business issues
Arrange all post bid reviews with customers, post contract award
Must be an excellent communicator
Essential Experience & Qualifications:
At least 10 years’ experience within the role of Bid or Project Management
Bid & proposal management experience
Formal external qualification/accreditation to Managing Successful Bids/ Projects/Programmes or equivalent Project/ Programme Management experience to highlight competency
In-depth knowledge of Engineering design and development process and relevant UK legislation
Excellent Commercial and Bid/Project/Programme Management skills
Evidence of excellent client and stakeholder relationships and ability to develop new ones
Developing project plans and schedules from first principles using Microsoft Project
SC Cleared
Desirable Experience and Qualifications:
A Degree in a related engineering discipline
A working knowledge of Earned Value Management
Managing Programme/Project/Bid Management Reviews
