Our Local Authority Client in the East London area are currently looking for a Service Area Manager in the Parking and Markets / Street Trading division. Local Authority experience is key.
PURPOSE OF THE JOB:
• Service Area Managers are responsible and accountable for the effective and innovative management of the people, resources and operations within the various teams across the Parking Markets and Street Trading service area. They will take a lead role in ensuring that their team and the service area as a whole provides a best value service for the Council ensuring compliance with its legal and statutory obligations as well as providing a service that meets the needs of a diverse community.
• The post holder will work in conjunction with the Service Head and with other related Council Services, taking the lead in providing expert support, guidance, strategic overview and advice, also with external bodies and agencies regarding the formulation and review of parking, markets and street trading policies, procedures and guidance e.g. enforcement strategies, quality systems, good practice and industry innovations. The post holder will also be required to lead on projects of a wider remit, implementing solutions that have a positive impact within the team, the service area and across the Directorate.
PERSON SPECIFICATION
Ability to demonstrate a track record of effective leadership, providing clear focus and direction, translating strategic plans into individual and team goals and objectives, gaining commitment and ownership.
Ability to attract, develop and retain a highly, motivated and professional workforce with the experience of embedding a performance management culture and proactively empowering and motivating staff.
An ability to assess the impact of legislative or administrative changes, codes of practice and guidelines affecting the service including health and safety issues, and to proactively implement changes to comply with those requirements.
Detailed knowledge of key issues and current legislation, policy and procedural frameworks in delivering high quality customer focused services.
Experience of conflict resolution, negotiating, influencing and inspiring confidence at a level appropriate to the audience
Knowledge and experience of budget management processes, and the ability to manipulate and present financial and statistical data in the appropriate way.
Possession of a relevant professional (management) qualification or proven equivalent by experience.
