Salary: £22.33 – £27.8 per hour

To monitor the department’s performance, compliance risk and audit frameworks, in order to ensure the department meets its statutory duties as a landlord and local housing authority. To benchmark and analyse department data, using a variety of qualitative and quantitative methods, together with a knowledge of the business, to suggest actionable improvements and then support senior managers in their project management, delivery and measurement of improvements. Responsible for: Indirect line management of approximately: Data Officer x 1FTE and Temporary Staff as and when required

KEY ACCOUNTABILITIES

* Support the delivery of efficient, effective and joined-up housing services, by using the department’s performance frameworks to collect, maintain and analyse quantitative and qualitative data on service through puts and outputs; recommending improvements as appropriate.
* Set and monitor a robust framework of compliance standards, to provide assurance that the Council is meeting its statutory duties as a landlord, including for example: Fire Risk Assessments, Asbestos, Gas Safety and Void checks and registers.
* Demonstrate an understanding of resident satisfaction and a commitment to increasing it; through administering surveys and active monitoring, promoting the continuous improvement of services, bench marking and adoption of best practice.
* Collate data and other information to advise on the strategic approach of the department to issues including: imbalances of supply and demand, prioritising limited resources, anticipating changes to legislation, setting new policies and procedures, needs assessment and gap analysis, service planning and contingency planning.
* Use project and programme management techniques to implement and advise on the implementation of service improvements, efficiency’s, new policies and procedures.
* Maintain through effective communication excellent relationships with key internal and external stakeholders: within the housing department and across the council, in partner agencies including registered providers and improvement organisations, and with tenant’s and resident’s associations.
* Adhere to the highest standards of information governance, ensuring that all relevant information held has an audit trail and is compliant with Data Protection and Freedom of Information legislation.

Functional

* Collect and collate performance data (including bench marking data from other organisations) by gleaning it from reports, requesting it via email from colleagues, extracting it from ICT database reporting systems or external websites.
* Validate performance data, through triangulation, random checks or other methods, to ensure that there is a full audit trail and maximum data fidelity, giving senior colleagues a fair and accurate picture of service performance.
* Conduct analysis of quantitative and qualitative data to determine general trends and direction of travel; identify areas of under performance against expected outputs or through puts; and compare performance against management and government targets, identifying suitable tolerances.
* Match and cross-tabulate data, to determine the effects (including economic and social impact) of performance, policies and procedures on specific groups of residents, as a means to examine resident satisfaction and the efficiency and effectiveness of services.
* Understand and process performance data alongside basic financial information, to determine whether services are securing value for money for the Council and its residents.
* Promote continuous improvement across housing services and related functions and champion performance management; by recommending actions to join-up delivery, secure increased effectiveness, efficiency and value for money, and mitigate under performance and risk.
* Present performance information using tables, graphs and charts; in a concise and clear manner. This may include delivery of presentations to large and small audiences at all levels of the council, public speaking and facilitating workshops or focus groups.
* Prepare formal written reports, briefings, and assist with the preparation of plans and strategies, to communicate proposals to colleagues and members.
* Devise basic project plans, Gantt charts, milestones and objectives, float and critical paths for service improvement projects, giving due care and attention to the risks and budgets involved. Coordinate and oversee simple projects to completion, ensuring that they are delivered within the required timescales.
* Maintain the highest standards of customer service when dealing with colleagues and customers, including tenants and residents. Ensure that all contacts are treated with fairness and respect, in line with the Council’s policies on Equality’s, the Customer and Staff Charters, and staff Code of Conduct.
* Understand that job descriptions are fluid and subject to regular updates to reflect the needs of the service, residents and wider Council priorities; undertake other duties that are commensurate with the grade of this post, as required.
