Housing Development Officer (Local Authority)
Wellingborough is an attractive market town in North Northamptonshire, full of historical character and surrounded by beautiful countryside. It is also a borough with ambition and this ambition now needs to be translated into the delivery of affordable homes for the borough.
Position: Housing Development Officer
Location: Wellingborough, Northamptonshire
Salary: £26,000per year with the potential to earn up to £25,440
Closing time and date: 9am, Wednesday 25th February 2015’
ROLE:
The Housing Development Officer will work with Registered Providers, developers and other stakeholders to enable the delivery of affordable housing.
You will attend, as necessary, meetings of the Council and its Committees, and meetings in the community outside of normal working hours.
RESPONSIBILITIES:
a) Provide specialist housing and planning advice, including interpretation of existing, new and proposed legislation.
b) Assess housing and homelessness needs within the Borough to enable plans, strategies and publicity to be prepared. Work with Registered Providers, developers and owners to deliver affordable housing.
c) Undertake research, analysis, option appraisals for developments, project planning and performance management. Prepare nomination agreements with Housing Associations.
d) Prepare and provide statistical information for reports and returns, accurately and within timescale. Attend external group meetings, representing the Council. Organise consultation events, publicity for development activities and maintain information for the Council`s website.
e) Prepare and support bids for funding on strategic housing initiatives and assist in delivering those initiatives. To benchmark the service and give advice on areas of improvement and to undertake service reviews.
f) Meet with officers, members, residents and establish and maintain effective links with main stakeholders. Prepare bids for funding on strategic housing initiatives and assist in delivering those initiatives.
g) Act as service representative on relevant working groups, as directed by the Head of Service. Ensure that feedback from customers is relayed to the Head of Service.
h) Ensure that the website and intranet are kept up-to-date by providing information to Content Editors. Ensure that newsworthy events and achievements within the postholder`s remit are brought to the attention of the Principal Manager.
i) Comply with agreed audit targets. Comply with Financial Regulations in respect of making, and processing purchase orders, and dealing with goods received.
ESSENTIAL SKILLS / EXPERIENCE:
a) Educated to Diploma or Higher National level or equivalent (or equivalent experience).
b) Experience of working effectively and in partnership with developers, landowners and housing associations to enable the delivery of affordable housing.
c) Knowledge of housing and associated legislation, policy and guidance.
d) Demonstrable experience of effective negotiation skills, integrity, and the ability to manage and prioritise own workload.
e) Demonstrable evidence of the ability to analyse complex information and propose effective solutions.
f) Strong written and oral communication skills, to ensure information is provided in an appropriate manner relevant to the target audience.
g) Demonstrable ability to use Microsoft Office with proficient keyboard skills.
h) Ability and willingness to travel within the Borough.
DESIRABLE SKILLS / EXPERIENCE:
a) Membership of the Chartered Institute of Housing or related professional body.
