Salary: £697.2 – £835.2 per day

We are currently recruiting on behalf of our client for the role of Interim Chief Digital Officer. The role specifications and key responsibilities are outlined below:

This is a senior post with specific specialist requirements please only apply if you feel you meet them fully.

Main responsibilities
• Carry out a capability, capacity and readiness review of council digital landscape and make recommendations to the council
• Create a business case for digital transformation program, including financial investment model, with revenue saving benefits
• Review with elected Members and the senior leadership team the aspiration and vision for service improvement through digital approaches and how this may be implemented.
• Develop a strategy and delivery plan for digital transformation, including resource plan

Person Specification

• Experience of leading, managing and transforming digital services at a senior level

• Extensive experience with a proven track record of success in program planning, management and successful implementation of change projects

• Experience of success in working at Board Level and with partners and stakeholders to develop a strategic framework and delivery capability

• Significant experience in the preparation of high value Business cases

• Experience of identifying opportunities for more effective ways of working and delivering significant change programs.

• Good understanding of the local government landscape in relation to digital opportunities and the benefits of engaging customers more effectively

• Demonstrable understanding of the potential of future technology.

• Able to quickly establish credibility with others using well developed influencing skills and able to anticipate and respond to changing requirements.

• Excellent communication skills both verbally and in writing to a variety of audiences.

• Considerable political awareness and sensitivity and ability to support elected Members in an apolitical manner.

• Ability to negotiate and influence including with senior colleagues and partners.

• Ability to problem solve within a complex political and partnership environment

• Ability to lead and manage change, communicate a compelling view of the future.

• Ability to develop and apply the strategic agenda of the council by understanding the bigger picture and through joined up working.
