Change Analyst is required to working on the Hybrid Bill for the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The purpose of this role is to support the Hybrid Bill Change Manager in the efficient operation of the change control and governance processes during the passage of the Phase 2b Hybrid Bill through its Parliamentary stage. This will involve using the Phase 2 Change Control Toolset (CCT) to ensure Programme Change Requests have the relevant information to progress to governance boards for approval. When required the role will also deputise for the Hybrid Bill Change Manager and may also be required to provide secretariat support to the Integration and Change Forum. The role will also act as a champion for the Hybrid Bill Change and Governance processes and will provide support to users of CCT.
This role is to support the change process of the bill, there will be high volumes of Programme Change Requests (petitions), this could include route changes, agreements, mitigations a whole manor of changes which need do be accurate recorded and detailed. Likely changes will average at 50-60 a week but could be as many as 120 changes in a week these changes requests are often at short notice to support the Hybrid Bill & Select Committee process.
After training and mentorship this role will deputise the Hybrid Bill Change Manager and so will be excellent opportunity to develop and progress into Change Manager.
Looking for a Candidate with:
The candidate can come from any background but would have an understanding of change control principles and will have experience raising a Change Request from its initiation through to completion / execution and so the person could have work in a PMO (Project Management Office), on any type of project – IT, Engineering, public sector no previous parliamentary experience is required. Looking for a candidate who has good IT systems skills so to pick up on the Change software used. Will be analytical with an attention to detail coupled with excellent stakeholder management skills and the ability to work at pace and accurately under significant time pressures.
Working Relationship – Co-located & Hybrid
The role is located from Albany House in West Minister, close to the houses od parliament there will be an element of Hybrid working, however, during busy periods you will have to come to the office 4 / 5 days a week, where us other times you can split your time equally between home and office

Duties & Responsibilities
- Support the Hybrid Bill programme change control activities, conduct quality assurance checks of Programme Change Requests (PCR’s) ensuring necessary data fields are complete and accurate;
- Engage with Hybrid Bill petition managers and wider Phase 2b stakeholders to maintain a forward look of impending PCR’s.
- Monitor, review and report to the Hybrid Bill Change Manager of change proposals submitted to the Integration and Change Forum.
- Assist in the preparation of monthly Management Information (MI) reports for programme changes;
- Champion compliance of Hybrid Bill Change and Governance processes and provide advice, guidance and training;
- Provide User feedback and support further development of the CCT;
- When required provide secretariat to the Integration & Change and Forum by producing agendas, meeting minutes and action trackers
Candidate Criteria

- Organisational skills;
- Ability in the completion of change administrative tasks such as the preparation of documentation for meetings e.g. Change Advisory Board;
- Ability to deliver against agreed deadlines;
- Ability to develop effective working relationships up to senior level;
- Ability to produce and present information adapted for a variety of stakeholders
Knowledge:
- An understanding of change control principles;
- An understanding of change and configuration management tools and systems – any system experience will be useful, HS2 have their own bespoke system where full training will be given.
- IT system user knowledge, (e.g. Microsoft products), document control, Excel and Word.
- Awareness of change management within a project life-cycle;
- Awareness of a Project Control Teams role and objectives;
Type of experience:
- of working in a project role;
- Experience of reviewing and recording detailed information quickly and accurately e.g. ensuring Integration Change Forum actions are understood and agreed with owners;
- Experience of facilitating and administering multidiscipline meetings with large groups of senior stakeholders;
- Experience of project controls reporting and analysis;
- Experience of maintaining Project Control related reports, for example Dashboards;
- Experience of change management and strategic tasks concurrently to contributing to wider delivery;
- Experience with project/programme change management software packages;
- Experience of working on high profile project for instance public sector or transport initiative, however any programme will be of interest
