To Ensure day to day management of parking enforcement and school crossing patrol services,are carried out to the expectation of key performance indicators.
MAIN DUTIES & RESPONSIBILITIES
To supervise, organise, and control on a day-to-day basis, the deployment and operation of the civil enforcement officers and school crossing patrol officers including first line performance management, conduct, discipline, and attendance monitoring.
To support CEOs on street and take responsibility for ensuring that appropriate levels of parking enforcement action is undertaken, and if necessary to issue penalty charge notices (PCNs) to vehicles parked in contravention of parking and traffic regulations.
To assist in the delivery of training and induction of CEOs, and to assist with the preparation of training modules in areas of specialist knowledge or experience, subject to current skill set and any additional training where applicable. Under instruction and guidance from the parking enforcement manager to recruit contract/agency/project temporary staff and to authorise overtime and annual leave taking due account of service needs and demands. To investigate and respond to enquiries from members of the public and elected representatives; to attend on-site meetings, and other activities to represent the Parking Services.To carry out regular inspections and surveys of streets and public car parks within the special parking area and controlled parking zones, noting and reporting defects to lines, signs, pay-&-display machines, abandoned and nuisance vehicles, trip hazards etc.
To undertake the physical suspension of parking bays and road as required. To also remove suspensions to return parking bays and roads into use when suspension ends
To exercise health and safety at work responsibilities in relation to parking enforcement, including interviewing staff for the completion of accident reports, the investigation of incidents, the drafting of risk assessments, the preparation of safe working Practices, and the arrangements for fire and emergency procedures.
To manage and resolve code red / yellow attacks on CE Os, ensuring that support services are called to the scene ( police and ambulance) while diffusing the conflict situation.
In the absence of the senior management – to exercise day-to-day operational management responsibilities in accordance with any directions given.
To undertake such other duties as may be required and are commensurate with the basic objectives of the post.
The post holder will also be expected to have:
*Understanding, knowledge and ability to follow guidelines that ensure compliance to Health and Safety at Work, Data Protection and other statutory requirements.
*Health and Safety aspects/issues, first aid/manual handling etc in relation to working environment, IE Hazardous materials and relevant processes/legislation’s etc
*Knowledge and experience of using IT/working knowledge adequate or sound knowledge required etc
*Understanding and commitment to promoting and implementing the Council’s Equal Opportunities policies.
*To undertake any other temporary duties consistent with the basic duties and/or objectives of the post.
*This position requires the post holder to undergo a CRB (Criminal Records Bureau) check.
