Procurement Specialist – Interim
Edinburgh/ Glasgow/ Remote Working
Temporary – 14 Months
Daily Rate Dependant on Experience (Inside IR35)
Monday – Friday 9:00am to 5:00pm (37 hours)

Pertemps are recruiting on behalf of our public sector client, who are looking for a Procurement Specialist to start on an immediate basis for a 14 month contract. The position is based in Edinburgh/ Glasgow but given the current restrictions, colleagues are currently working from home. This is a full-time vacancy working Monday to Friday 9:00am – 5:00pm with a daily rate dependant on experience.

Due to the nature of this role, a basic disclosure is required issued within the last 12 months or applicants must be willing to apply.

The postholder will be leading and/or supporting the development, planning and implementation of procurement commodity strategies; driving value for money improvement through the provision of market and project analysis and support for the procurement processes. You will also form and facilitate User Groups and manage stakeholders where required.

Key Duties & Responsibilities

Have an understanding across the procurement competency framework.
Competent in leading, project planning and implementing end-to-end procurement process various valued projects.
Support customers by leading and developing complex specifications and invitation to tender documentation for competitions.
Understand when and how to negotiate.
Capable of effectively sourcing and tendering for a range of commodities and services.
Support customers by establishing contract and management processes.Essential Criteria

Solid knowledge and understanding of the full end-to-end strategic procurement process, including sourcing and tendering, supplier management and negotiation.
Good numerical and situational analysis skills.
Good interpersonal and stakeholder management.
Ability to influence at many levels both internally and externally.
Proven track record in the delivery of procurement projects and programmes.
Experienced at operating within complex stakeholder environments with demonstrated procurement credibility.
Demonstrated ability in the compilation, negotiation and ongoing management of contracts
Strong decision making and problem solving skills.Desirable Criteria

Experience of public procurement and/or supply chain management.
