Principal Conservation Officer

This role for a Principal Conservation Officer has been released on a temporary basis for 3 months.

Main Duties:

* Pre-application advice to developers and negotiations. Input into and/or management of planning applications
* Preparation of and/or input into planning briefs / statements for sites within the borough in the context of potential impacts / opportunities on the historic environment* Prepare or oversee up to date Conservation Area Appraisals.
* Presentation at planning committees and writing detailed planning reports for committees
* Evaluation and monitoring of existing policy framework within the Borough, particularly with respect to built conservation outcomes
* Preparation of historic environment related evidence base studies, such as character assessments, management plans and building recording work
* Identification of policy approaches and responses to improve historic environment outcomes for heritage assets, in existing and new developments, and within the public realm
* Working with the Planning Policy Team on development of policy documents
* The generation of creative, inspired and implementable historic environment proposals, having regard to relevant planning policies, site specific characteristics and stakeholder aspirations and needs
* Commissioning and / or managing consultants to undertake historic environment-related studies on behalf of the Council
* The formulation and drafting of statutory and non-statutory spatial plans, statutory notices, policy documents and reports as directed, and the formulating and drafting of building preservation notices, Conservation Area and locally listed building designations, and other historic environment related instruments
* As requested, analysing and interpreting the plans, policies and proposals of other individuals and organisations (e.g. GLA, English Heritage, LGA, TfL, Network Rail, Health Authority, statutory undertakers and other local authorities and government departments), considering the implications for local policy / historic environment and reporting thereon together with recommendations where appropriate.
* The generation of creative and inspired built conservation proposals / measures and their application together with the correct interpretation of planning policies in the formulation of schemes of enhancement, planning briefs and feasibility studies as requested.
* Preparing, and as directed, implementing and recording agreed proposals for special planning controls, such as Conservation Areas, Listed Buildings, Article 4 Directions and similar designations / controls.
* As requested, organise entries to Civic Trust Awards or similar agreed promotions where there is a built conservation element.
* As requested, prepare designs and specifications of schemes of protection and enhancement for heritage assets and where agreed, arrange for their implementation, including the supervision of and certification of satisfactory completion of grant aided or directly funded work.
* Participation in the investigation of reports of alleged contraventions under planning controls relating to Conservation Areas or Listed Buildings, and evaluating these and assigned applications for consent, by site inspection, reference to established planning policies, good professional practice, defined procedures and statutory requirements and making recommendations.

You should match the following criteria:

*In-depth technical knowledge and understanding of historic environment matters, planning policies and related legislation
* Experience in preparing locally specific evidence base studies relating to the historic environment, particularly in the context of Local Plans
* Demonstrable experience in the negotiation on the historic environment aspects of development proposals and planning applications, with positive outcomes
* Experience in identification of broader historic environment opportunities within a locality / local authority area
* Knowledge of architectural history and construction methods / materials.
* Experience in the assessment of the historic environment aspects of development proposals / applications
* Degree or diploma in town planning or related subject
* Masters degree or post-graduate diploma in Building Conservation or working towards
* Membership of RTPI, RICS, RIBA, IHBC or equivalent (or working towards)
