Munitions Safety and Governance Manager

Real pride. Real advantage We are currently recruiting for a Munitions Safety and Governance Manager within Military Air and Information (MAI). The role is to support the Head of Explosive & Weapons Safety MAI and is responsible for providing functional governance and assurance across the MAI organisation.. The post holder will be the responsible manager for the day to day activities as Explosive Factory Manager Warton & RAF Sites & is further accountable as the safety representative maintaining legislative authorities reporting to Head of Explosive & Weapons Safety MAI. As a Munitions Safety and Governance Manager your main responsibilities will involve: Signatory responsibility for authorising/approving Engineering, Procurement, Logistics/Supply Chain, Quality Assurance, Firearms, Ordnance Munitions Explosive personnel/activities. Maintaining & developing a management system for all organisational requirements of EaPW (explosives and prohibited weapons), which is maintained within the PROQUIS framework. To act as the explosives factory manager and hold a letter of Delegated authority for BAE Systems MAI to enable the organisation to function as an Explosives Factory under the conditions of MSER 2005 (Manufacture and Storage of Explosives Regulations) Responsible for providing MAI Functional Governance, and implementation of MAI QMS. Responsible for approving and licensing all on and off aircraft ordnance, munitions and explosive activities including explosive facilities and build requirements within UK. Provide future capability, approvals for expansion into enhanced maintenance, spares & repairs and support contracts for forward or depth WOME support for all MAI contracts., MAOS, DAOS, Initial Provisioning, Spares and Repair Contracts and In Kingdom industrial Participation (IKIP). Furthermore, to ensure safety & legislative compliance in UK & overseas bases both temporary and permanent places of businesses (circa 30+).This is underpinned by managing and maintaining the SEMS (Safety Error Management Systems)system for explosives and weapons, accountable into Aircraft Maintenance Director. Responsible for quality assurance and internal audits throughout the business to meet external regulatory bodies’& organisational requirements.Represent MAI on various internal and external regulatory working groups Functions as the safety product manager for explosive ordnance disposal authority of MAI Explosive or firearm assets as required by HSE. Responsible for ensuring All MAI personnel training and competency meets National Occupational Standards for explosives industry working. By providing training needs analysis, Instructional specification and certification and approval for classroom training. Maintain legislative authorities for Home Office Prohibited Weapons Section 5 Authority, Registered Firearms Dealer & Certificate To Acquire/Keep Explosives. As a Munitions Safety and Governance Manager your skills and qualifications will ideally include: Essential SkillsExperienced in Weapons, Ordnance, Munitions and Explosives (WOME) operational environment.MAOS/DAOS Operational experience. Legislative background in both civil and military regulatory requirements. (JSP482, MSER 2005) Understanding of legal obligations detailed within MSER 2005 JSPR482 and HASAW Act Duty holder JSP582 or MSER 2005 licence holder Membership of Institute of Explosives Engineers preferable Explosives Storage Area Management experience (ESAM qualification) Experienced in managing and maintaining organisational assurance activities at all levels. Intimate knowledge of all aspects of WOME safety including JSP520 (OME Safety cases) In depth knowledge of facilities and storage. Through life management of explosives, including OME, including safety case requirements and systems Desirable Skills Qualified Small Arms practitioner Experienced in Managing IBP. (Budgets) SEMS practitioner. (Safety error management systems) Accident Investigation & Reporting Emergency response / Incident management.
