Job Description

Join us at Defence Equipment and Support (DE&S), and you’ll be part of a small Commercial team, managing a multitude of responsibilities within MOD Boscombe Down. As a Commercial Officer you will have the opportunity to work collaboratively with other functions in the Project Delivery teams, to provide support to a complex contract or a portfolio of contracts and manage the delivery of business and commercial outputs to deliver business requirements. You will also be responsible for a variety of commercial activities such as contract sourcing, contract management, sales, and disposals.

The primary duty station for this role will be MOD Boscombe Down, and in line with our smarter working policy, you will be required on site as agreed, and will enjoy significant flexible working options, however potential travel to alternative sites and locations may be required.

Responsibilities

  • Developing Invitation to Tender documentation, negotiating terms, pricing and placing of contracts up to a maximum delegation of £2.5M, in accordance with the Ministry of Defence policy.
  • Supporting the development of new Procurement Strategies through analysis of the markets for Defence Equipment, ‘learning from experience’ with other teams in DE&S and using DE&S acquisition tools to advertise defence procurements to future suppliers.
  • Lead and/or assist (depending on project value) in the portfolio management of contracts, ensuring contract obligations are met in line with the contract and business requirements.
  • Monitoring supplier performance in accordance with Contract Management Plans.
  • Contributing to wider Commercial function and business improvement activities.
  • Communicating in a timely manner with a range of internal and external stakeholders.

Person specification

To be successful with your application, you’ll need to show that you meet the following essential criteria:

  • Previous experience of sourcing, delivering, and managing contracts.
  • The ability to manage staff where required, providing advice and support on development.
  • Proficient IT skills including Microsoft Office or equivalent and ability to use IT systems and programmes

If not already held, successful candidates will be supported to undertake the required training below:

  • Chartered Institute of Purchasing Supply (CIPS) level 4/or equivalent within one year of appointment.
  • MOD Practitioner Level Accreditation Panel assessment when agreed by line management.
  • Leadership development and defence commercial professionalism courses to develop commercial skills and ensure on-going Continuing Professional Development.
