Salary – £42,000 – £60,000dependent on experience

37.5 per week – permanent

Reporting into the Head of Procurement and Purchasing responsibilities will include:-

·Supporting the Head of Procurement and Purchasing to create organisational excellence in procurement and purchasing.

·Developing and leading a specific strategic sourcing programme for defined categories, taking the lead on specific/allocated portfolio of sourcing categories, and contributing significantly to the delivery of allocated procurement projects within key markets.

·Ensuring contract compliance, pursuing procurement excellence through the implementation of efficient and effective procurement projects within key markets.

·Meeting customer requirements by demonstrating best value for money and excellent customer service, through compliance with category priorities and contracts, and by actively managing the market place through development of key strategies for supplier and contract management

·Senior level activity in liaising and influencing colleagues

·Developing, motivating and managing the Category Assistants across a diverse spend portfolio, in accordance with agreed strategies and processes to optimise Anchor’s procurement spend

Required knowledge & experience:-

·Significant and advanced procurement knowledge and senior purchasing experience

Legislative knowledge including EC procurement directives and UK legislation, TUPE, Competition Act, Race Relations, Data Protection, Freedom of Information

Chartered Institute of Purchasing & Supply Code of Ethics.

Understands and develops sustainable development strategies in partnership with the wider health community.

Category knowledge within the market managed, in all aspects of the market, which also requires engineering knowledge, product knowledge, manufacturing processes, supply chain.

Project Management – the ability to manage large complex projects, from initial planning to contract award involving personnel from many disciplines/departments in client organisations and suppliers.

Senior specialist commercial / industry experience in purchasing and supply in a senior management role.

Significant experience & understanding and application of Strategic sourcing methodologies.

Advanced negotiation experience and the ability to resolve queries and influence people.

Experience of supplier relationship management and building collaborative partnerships.

Track record of ability to deliver against targets and delivering recurrent non-pay savings to the customer base.

Management of resources and financial risk and commercial acumen.

Experience of sourcing, mapping and managing supply chain.

Required skills:-

Member of Chartered Institute of Purchasing and Supply (CIPS) or appropriate professional institute or relevant experience.

Masters or degree level qualification plus senior specialist procurement knowledge and experience.

Project Management (Prince 2 Practitioner desirable, or extensive experience of complex project management).

Evidence of Continuous professional development (CPD)

Supply chain management training to be supplemented by additional specialist courses as required.

Accomplished in using the full range of available software packages including proficiency in the use of e-commerce tools, E-tendering, E-auctions.

Risk assessment/analysis training.

Excellent verbal and written presentation skills.

Ability to visualise, articulate and solve complex problems and concepts and to make logical considered decisions based on the available information.
