Technical Engineering Operations Manager – Slough – to £55k plus benefits

A very well respected Facilities Management organisation is urgently seeking an experienced Technical Engineering Operations Manager to join them on a great client site in the slough area. You must have great attention to detail and come from either a Mechanical or Electrical background and be a strong communicator with great stakeholder management experience. Experience of working within a manufacturing environment is a real plus. This is a role which demands that you are visible and happy to get stuck in when necessary. Nebosh or a high level IOSH are essential. 

Purpose of the Job 

• Provide functional and operational Technical management and support to the site lead. GSM Predominately site based but supporting other sites if required. 

• Build and develop customer relationships and business opportunities across site,ensuring that Technical Services are being delivered in a safe, compliant, diligent and cost effective manner.

• To facilitate the safe and efficient delivery of any required project work. 

• Provide Mentorship and Guidance to the on site team

• Management of service delivery of all Reactive & Programmed maintenance, in accordance with statutory legislation and Client requirements, complying with all Health and Safety and Environmental standards and policies.

• Management of Supply Chain performance to ensure that all Reactive and Planned Maintenance key performance indicators are consistently achieved within area of responsibility.

• Ensuring that all documentation relating to Reactive and Planned Maintenance is distributed in a timely manner and recorded against the appropriate assets in the CAFM and IMS systems.

• Ensure the Site Specific Task Schedule (SSTS) and the Forward Services Plan (FSP) is kept up to date to allow efficient planning of contractor visits.

• Overseeing and managing the Statutory Compliance within area of responsibility, ensuring that any overdue Statutory and Mandatory Tasks are adequately mitigated for risk following consultation with Client Representatives.

• Identifying opportunities on establishments to support the carbon reduction targets.

• Ensuring that all Chargeable Works are delivered within agreed timelines, and billed to the client in a timely manner. 

• Acting as an On Call Services Manager as required.

Context and main issues

• No of direct reports – 4 / 5 

• Scope of position – supervision of on site maintenance team,

• Preparation and review of permits to work and completion of technical risk assessments

• Evaluation of sub-contractors RAMs and supervision of contractors as required.

• Allocation of daily workloads and tasks to site team.

• Ensure team are completing tasks within required KPIs and Statutory Documentation is completed 

• Ensure site processes and polices are being followed by all team members and contractors. 

Main assignments 

• Ensure adequate control and monitoring is applied to all maintenance activities undertaken by site teams and sub-contractors.

• Ensure consistency in process and procedures deployed in operational delivery of services across all sites.

• Functional responsibility for service delivery for ensuring compliance with all relevant statutory and non-statutory legislation/guidance and site specific health and safety and welfare policies.

• Support the Site Technical Services team members in the delivery of all services within the scope of the contract and provide shoulder to shoulder technical service input as required in order to enhance the credibility of the Technical Services offer, providing guidance and expertise.

• Ensure that site is always statutory and contractually compliant for services delivered within scope, and robust and rigorous means of recoding this are maintained.

• Ensure that all services within the scope are adequately resourced, and the required equipment is in place in order to deliver the service.

• Coach and mentor members of the site teams delivering Technical services.

• Interact with customers and take positive action in order to ensure that we are the supplier of choice for all services within our scope of offering, particularly in relation to IFM and project related Opportunities.

• Contribute to the overall management of the business, develop good relationships with all persons/parties associated with our undertakings either externally or internally.

• Assist the Site Management to ensure that processes are followed to assure the prompt provision and efficient delivery of all services at the specified time to the standards laid down in specified contract Key Performance Indicator’s.

• Ensure compliance by completion of point of works inspections and safety walks

• Ensure systems are in place to assure that all equipment used by the service delivery team and the overall establishment, is safe and secure at all times.

• Ensuring that all reporting staff are suitably trained and fully aware of all H&S Systems.

• To provide technical support to colleagues and subordinates as required and contribute at all times to a good performance level.

• Provide development instructions and guidance for staff where appropriate in the use of own technical ability, knowledge within the limits of their competence. 

• Ensure team complies with the procedures as laid down within the HR Manual or as advised by the management team and Human Resources Manager.

• Attend operational and team briefings, client, sub-contractor meetings and any meeting as required in order to complete the designated role and its associated functions.

• Maintain excellent client relationships and communicate at every opportunity.

• Ensure that all written communication represents a professional image to customers, and staff.

• Actively seek and identify opportunities for innovation and business improvement measures within responsible contractual areas and within the Business.

Attend to and take all necessary action, statutory or otherwise, in the event of incidents or accident, fire, theft, loss, damage or other irregularities and take such action as may be appropriate. 

• Carry out other reasonable tasks as directed by senior management in order to meet the operational requirements of the business.

• Comply with statutory regulations relating to Safe Systems of Work, Health & Safety, hygiene, cleanliness, fire and COSHH.

• Ensuring Contractual KPI and SLA Compliance. 

• To deliver a consistent level of service, within our standards, to the contract specification and agreed performance, qualitative and financial targets.

Person Specification 

• Nebosh Certificate in Construction Safety

• Minimum of City & Guilds Craft Qualification Certificate and demonstrable experience in a trade discipline (Electrical or Mechanical ) 

• Computer literate

• Numerate and Literate with developed communication skills

• Flexible with the ability to work under pressure whilst looking for continual improvements to service delivery

• Ability to grasp requirements effectively and to relate to the service provisions of the Contract

• Candidate must hold a current Driving license. 

Desirable / Supporting Technical Qualifications and Competencies:

• Have held an Authorised Person (Trade Discipline Specific)

• Certification in Risk Assessment
