Our client is an organisation responsible for the operations and maintenance of several bulk fuel storage terminals across the UK.

They are now looking toappoint a new Depot Manager to be based at their Oil Fuel Depot located at Gosport, Hampshire, who will be responsible for the safe and effective operation of the OFD, within agreed parameters, and all the necessary HSE/EA requirements, in particular COMAH, to meet customer service levels.

Reporting to the Operations Systems Manager, the role entails Managing the Depot and associated Jetty Assets to ensure the desired level of support and delivery of fuel to our customers and stakeholders, MoD (Ministry of Defence), Royal Navy, KHM (King’s Harbour Master) and stakeholders at HMNB (His Majesty’s Naval Base) at Devonport, Plymouth.

The Depot Manager will ensure that all assets are managed and fit for purpose encompassing all aspects of maintenance, compliance, and minor/major works to the required frequency and standard in accordance with mandated legislation and relevant good practice including COMAH, Health & Safety at Work act etc.

You will need to work in partnership with the HSSEQ Function to implement, manage and maintain the corporate HSSEQ Management System and Standards for the Depot. As well as review existing and where necessary, develop new systems, procedures, and effective working practices.

Responsibilities include (but are not limited to):

  • The Depot Manager has overall responsible for the management of site personnel and the operation, maintenance and engineering compliance of the Oil Fuel Depot and associated fuel jetty.
  • Responsible for ensuring, that all activities are undertaken in a safe and environmentally correct manner, and to strive for zero accidents and near misses.
  • The development and management of people is vital as they are key to our delivery and a valued asset.
  • Monitor, control, and report on all aspects of Depot activity, including operations, engineering compliance, safety, financial, customer stock holding and HR issues,
  • Lead the team to ensure that people individually and collectively achieve their potential in delivering business performance; provide stretching achievable targets for individuals aligned to business goals.
  • Develop emergency plans and fulfil the role of Incident Main Controller and ensure they fulfil the responsibilities as defined in the corporate emergency response plan,
  • Oversee projects and new works, including new installations and modifications to existing installations and identify potential hazards and associated risks during the lifecycle of the installation,
  • The planning, organisation and delivery of the Site Improvement and process safety improvement plan.
  • Produce Team Performance Plans (TPP) and Individual Performance Plans (IPP) for direct reports and maintain a programme of continuous personal professional development, encompassing regulatory changes, and new technology and best practices, and manage any poor performance.
  • Ensure that all staff have been trained and competency assessed so that only suitably competent individuals are assigned tasks including safety critical tasks.

Your experience

The role will require the post holder to be a self-motivated experienced manager and have completed a recognised Degree in Engineering or Manufacturing, or relevant industry experience working within a hazardous industry. A proven track record in the oil/petroleum storage industry, with knowledge of COMAH compliance is a distinct advantage.

You will be able to demonstrate the ability to positively engage all stakeholders and motivate staff, with a focus on changing both culture and safety standards within the operations. Excellent interpersonal, communications and people skills are a must.

Occasional travel to other sites will be required, candidates will need to have a full (preferably clean) driving licence. You will need to have 5 years continuous residency in the UK, as Security Clearance to SC level will be needed.
