The Minor New Works Project Manager role:
OPA are looking to appoint a Minor New Works Project Manager, to be based near to or at any of our UK OFD’s (Oil Fuel Depots) in the UK. You will plan and manage the programme of works for the refurbishment of tanks, inspection and repair of pipelines, as well as minor projects at all facilities operated and maintained by the OPA. Ensuring that all work is executed on time and to budget/estimates and in full compliance with company standards and UK / European legislation. With responsibility to ensure that all stages of the projects are kept to budget, to timescales and undertaken in a safe manner

The role requires strong project management skills, with the ability to manage Professional Engineers, multiple projects, and activities at any one time, and able develop new ideas and solutions and have an awareness of current and emerging technologies.

There will be a need to build and maintain strong credible working relationships with all of our internal and external stakeholders, particularly HSEQ, Operations and Contractor(s), therefore the post holder must have excellent interpersonal and communication skills.

Minor New Works Project Manager Responsibilities include;

* Manage Project Engineers within the team,

* Be a key contributor to the improvement of project management systems, procedures and workflows,

* Manage the programme of works for Engineering Projects in line with company standards and relevant and UK / European legislation, ATEX, PLSG, API, EEMUA etc,

* Review and Approve the Scope of Works produced by Project Engineers,

* Review progress, resource and expenditure of projects carried out by Project Engineers to ensure the achievement of the company strategic plan,

* Develop budgets and forecasts for programme of work,

* Liaise with Operations and other stakeholders to define maintenance windows,

* Liaise with other members of the Engineering Team on standards and codes,

* Identify and select suppliers in line with relevant legislation and Agency procedures,

* Produce detailed programme of works/Gantt charts etc,

* Develop budgets and forecasts for programme works,

* Engineering design and installation in a hazardous area process plant environment.

* Application of the management of change process for the full life cycle of any Minor New Works Project.

The candidate:
Candidates will need to be a disciplined and qualified engineer/technician with a minimum HNC/HND in Mechanical Engineering (or equivalent with relevant experience) with management experience specifying modifications to equipment or the construction of new assets within an industrial environment, and able to demonstrate a proven ability to lead a multi-disciplined Project Team of Engineers.

You will preferably be qualified to EEMUA 159 or API 570 / 579 or possess and be able to demonstrate a detailed knowledge around either subject, as well as a thorough understanding of legislation relating to fuel storage and handling facilities.

You will need to have extensive experience of leading direct and indirect technical engineering project teams engaged in the delivery of complex projects within demanding time quality and cost constraints, with a solid understanding of good project management principles and the delivery and management of a number of Minor New Works Projects including works in relation to the refurbishment of tanks, inspection and repair of pipelines as well as minor projects.

Some occasional travel with overnight stays will be required, therefore candidates will also need to have a full (preferably clean) driving licence.
