HR Administrator / Co-ordinator (Public Health & Lifestyle Division)

Position: HR Co-ordinator 
Location: Burton on Trent, Staffordshire 
Salary: £26,000 – £26,400per year 

ROLE: 
Reporting to the head office Operations Manager within the Public Health & Lifestyle Services (PHLS) division of the North 51 Group and based at PHLS`s hub in Burton, the HR Co-ordinator has key responsibilities for the delivery and ongoing development of routine transactional and advisory HR services and related activities in line with Company policies, procedures and professional best practice standards. You will have involvement in the development and implementation of HR systems, policies, and procedures to support the development of this growing organisation. 

RESPONSIBILITIES: 
a) Arranging and coordinating resourcing activities for the division, including: vacancy advertising, interview / assessment co-ordination; conducting initial interview screening, issuing offer letters, managing vetting arrangements (Inc. references, work permits / eligibility to work in the UK and DBS checks. 
b) Administration of company on-boarding and exit processes, including issuing contracts / all starter documentation, induction, equipment / uniform issue, retirement, resignation or termination administration; liaison with PHLS`s payroll to ensure all new starters and leaver pay arrangements are processed; coordinating and supporting salary and performance review processes, including analysis and benchmarking (both internally and externally). 
c) Providing PHLS management teams with a high level of process support in the transfer of staff coming into / transferring out of PHLS under current TUPE regulations. Taking a lead in the day to day co-ordination, administration and information exchange arising from TUPE transfers, providing advice and expertise to the management team as required. Maintenance of accurate HR / other divisional records in accordance with data protection and Caldicott standards i.e. personnel files, training records and employee attendance information. 
d) Administration and development of the PHLS Division`s employee benefits package, e.g. pension (including Auto-enrolment), vehicle administration, health benefits etc. Liaison with payroll to ensure all remuneration, salary changes and deductions are timely, accurate and legal. 
e) Maintaining and communicating policies and procedures in line with employment legislation and company policy: offering a routine HR advisory service on conditions of service and application of policies and procedures. With support from the divisional HR Lead, maintain and develop the PHLS HR Handbook and other T&Cs, including contracts / offer letters. 
f) Advising and supporting managers in standard performance and conduct reviews and facilitating any training or learning activities that may arise; producing / updating organisation structure charts as required. 
g) Supporting members of the senior management team in the design and preparation of employee and organisational communications, including presentations, newsletters, performance reports etc., involvement in PHLS`s marketing communications and lead on the development of PHLS`s online employee branding e.g. careers portal, online applications etc. 
h) Servicing meetings including arranging attendance and room booking, agenda preparation, production of notes / minutes / action lists. 

ESSENTIAL SKILLS / EXPERIENCE: 
a) A record of successful administration support, ideally gained within a public sector / NHS health or social care environment, although other backgrounds will be considered. 
b) Administration experience within a HR function or carrying out HR administration duties within a broader role. 
c) Desire and enthusiasm to pursue a HR career and willingness to develop own professional skills and competencies through company-sponsored CPD support; a basic understanding of employment law and other relevant legislation. 
d) Good PC literacy (including Outlook, PowerPoint. Excel and Word) and touch typing skills essential: an awareness of computerised HR systems / databases and any relevant ICT qualifications would be an advantage; e) Flexibility to support colleagues at times of peak workload, holidays, etc. 
f) Current UK licence for visits to other PHLS offices across the UK from time to time alongside access to a car and / or the ability to meet business travel requirements when necessary. 

DESIRABLE SKILLS / EXPERIENCE: 
a) Qualification to Level 3 Foundation Certificate in Human Resource Practice or equivalent – or a willingness to undertake further study to achieve this level of expertise.
