Charity organisation based in South London is looking for an experience Payroll Manager to lead and manage all aspects of the payroll function, including managing a small team of Payroll Officers and work with the Finance Director to identify and implement improvements to payroll processes and to the payroll system
PURPOSE OF THE JOB:

MAIN DUTIES:
- Line management of the Payroll Team. Carry out monthly supervision meetings, coaching, training and performance appraisals.
- Responsible for the accurate completion of the monthly payroll cycle for all staff. Make sure sufficient checks are carried out through payroll reports to ensure the accuracy of pay. Make sure that RTI submissions and payments to HMRC are made on time.
- Responsible for compliance with pension auto enrolment duties, including re-enrolment. Ensure submissions are uploaded to pension portals and payments are made to the providers in a timely manner. Reconcile pension payments promptly and resolve any discrepancies.
- Oversee the processing of all changes into the payroll system including starters, leavers, employment changes, sickness, family leave, adhoc payment and deductions, timesheets and tax code changes.
- Ensure that overpayment recalculations are carried out, checked for accuracy and notified to the relevant parties in a timely manner. Meet with the People team on a monthly basis to ensure that recovery plans are put in place for all overpayments.
- Provide payroll systems support to the team such as troubleshooting, investigating and resolving issues. Liaise with systems support, both internally and externally, to ensure issues are raised and resolved. Ensure that all members of the payroll team have sufficient training on how to use the system.
- Keep the payroll processes under review. Identify ways in which they could be improved and made more efficient to improve the quality and accuracy of data collected and processed by the Payroll and People & Change functions. Contribute to developing and refining payroll and other operational policies where appropriate.
- Be a point of contact for all payroll queries from employees, management and the payroll team. Deal with all queries in a timely, efficient, professional and confidential manner.
- Liaise with HMRC, DWP, HM Courts Service and other external agencies in relation to any queries relating to payroll and employees.
- Carry out additional duties and tasks that may be required within the range of the responsibilities of the post.
- Be responsible for and able to evidence own personal development by undertaking relevant training, attending meetings, conferences and events ensuring that you are updated in all matters relevant to the role within your Personal Development Plan agreed with your manager.
WORKING RELATIONSHIPS:
Internal: Employees, People & Change team, other Finance staff, line managers, Service Delivery Leads, Area Managers, Executive Directors
External: System software provider, HMRC, DWP, HM Courts and Tribunal Service
ATTRIBUTES:
Qualifications
- Good general level of education, including numeracy
- Payroll qualification from CIPP or other professional body
Knowledge
- Detailed experience of UK payroll including PAYE, National Insurance and statutory payments
Technical/Work-based skills
- Exposure to Payroll systems
- Proficient in Excel including vlookup and pivot tables
