Salary: £28.8 – £33.6 per hour
Working on behalf of a local authority, aatom Recruitment is looking to fill an Interim Senior Procurement role for the Procurement Services Team. Postholder will be responsible for leading on a range of procurement activities and procurement projects across different areas in the Council.
Key service related accountabilities:
In conjunction with the Procurement Services team, take lead responsibility for a range of Procurement Projects across all areas in the Council.
To oversee the procurement of relevant projects in association with the client and the Procurement Manager and ensure best value in their commissioning and provision.
Act as an enabler to ensure that Service Managers/Commissioners are supported to secure high quality services at best value, using innovative procurement practices within a compliant environment.
Evaluate procurement options for procurement of contracts including the use of Buying Clubs and incorporating supply chain management.
Produce tender and contract documents, including Key Performance Indicators in liaison with other teams and external advisors to ensure contracts achieve value for money through cost savings and improved service levels.
Produce detailed reports at key stages of the procurement process and assist in the production of procurement policies and procedures.
Manage risks associated with areas under the jobholder’s control and the avoidance of potential penalties for non-compliance with EU legislation
Ensure regulatory & governance compliance. In particular, comply with the legal requirements regarding publicly funded procurement and the approved process via the Official Journal of the European Union and the Council’s e-tendering system Delta.
Work collaboratively with and liaise across the Council as a whole.
Maintain the necessary relevant records and systems to ensure transparency and a clear audit trail. Update the organisations supplier list and contract register.
Support the Client to monitor contracts in liaison with other teams to ensure compliance with contract conditions and make recommendations to ensure continuous improvement.
Contribute to the team’s performance and customer service delivery whilst operating in line with organisations values.
Skills & Abilities
* Able to work collaboratively with others across the business.
* Able to demonstrate commercial and financial acumen, must be able to articulate the benefits of defined procurement process.
* Able to prepare detailed tender documentation and reports to agreed standards.
* Ability to manage changing priorities and to work on own initiative.
* Effective listening, negotiating and influencing skills.
Special Knowledge
* Knowledge and understanding of the balance between service need and financial pressures in a public sector environment
* Knowledge of the procurement and commissioning cycle
* Understanding of Procurement as a methodology to secure best value
Experience
* Experience in EU public sector
* Experience of reviewing contracting arrangements and to ensure all contracts are tendered and let in accordance with industry best practice.
* Experience of delivering high profile procurement exercises on time and to budget. project management and organisational skills
* Local Authority Experience
