HMRC is seeking an Adult Learning Delivery Standards Specialist 

Temporary contract – 7 months (or until the end of the financial year)

Day rate – £576INSIDE IR35

Location – Remote and travel to various sites will be required (as and when the business directs)

Start – within the next 3 – 4 weeks

The Tax Academy has a short term, urgent need for an expert in training standards in hybrid adult training design & delivery. The Tax Academy is a key partner in developing and maintaining tax capability for HMRC and recent changes to how we operate, staff expectations, and financial forecasts are predicated on effective hybrid and distance learning.

As we come to rely on hybrid working, we need to design and deliver confidently in that environment. A critical foundation of this change to our operation is to adapt and adopt to new industry adult training standards.

We are looking for an expert in this field who understands the impact of Tax Academy, introducing Adult Education Training Level 3 across our service. The technical subject matter is complex, so experience of working with a range of organisations or at least one which has a similar challenge and scale is important. You will be familiar with and ideally an expert in working through wholly virtual and/or hybrid learning environments. Our demand for digital immersive learning has increased significantly to meet hybrid working arrangements, so you will ideally have expertise in this area to ensure our standards and service is interactive and engaging for trainees in this environment.

A key output from the contract will be to transfer your knowledge and skills to enable the Tax Academy to continue and improve using an agreed development programme for the service as well as embedding the new industry standards.

Specific Responsibilities and Key Outputs:

  • Bring HMRC to a good Ofsted Inspection standard by putting in place a quality standard framework that levels us up to industry standard for adult learning and allows us to assess and measure performance and deliver a good learner experience.
  • Create the conditions for continuous improvement and self-reliance going forward, optimising our ways or working and how we are organised.
  • Develop teaching/adult training capability within HMRCs trainer & design community in line with modern/blended/hybrid models & standards.
  • Improve engagement with learners/end user by setting out a sustainable evaluation model to support those standards.
  • Develop our teams understanding of current professional learning/teaching industry standards and how to use them within our business – for trainer development/ongoing assessment of performance and aligning practice.
  • Transfer of knowledge & build capability / professionalism across our delivery team.
  • Identify/confirm the standards we should be working to for development and performance management.

Essentials: 

  • You will need to be confident in delivering learning to adults and need it needs to be in a modernised way. Delivering in a digital environment, ensuring you are aligning to the right standards (teaching standards & quality framework) and continually develop the trainers.
  • You will be required to help embed the standards and work out how to embed them and develop people to meet these and the models being used are up to date.
  • You will be an expert in working within a virtual environment and can really embrace digital delivery.
  • You will be working and interacting with over 100 people in the team and working with them to develop a team of trainers and managers.
